Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 36C24820Q0809 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2020-05, Effective Date: March 30, 2020. This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127.

STATEMENT OF NEED

GENERAL: James A. Haley Veterans’ Hospital physical medicine and rehabilitation services, 13000 Bruce B. Downs Blvd, Tampa, Florida 33612, has a requirement for 3D printer, software and maintenance. This technology would allow the hospital to respond efficiently to the COVID-19 crisis by potentially printing, swabs, masks, shields, respirator parts, and more. This technology is also required to create personalized adaptive equipment, customized orthoses/prosthesis parts, pre-surgical planning tools, anatomical models to aid in training, and even wheelchair modifications.

BACKGROUND: The hospital has been relying on other sources for testing swabs and PPE for the current crisis, as these items cannot currently be made in house. Also, the customized needs of our Veterans for items such as adaptive equipment, wheelchair accessories, and orthoses is typically answered by prosthetics purchases from medical companies. But these items don’t always meet the custom needs of our Veterans. Currently, there are very few options in-house for such customization- there are options for thermoplastic hand molded orthoses within the occupational therapy hand clinic, but there are many limitations with this material and the customization that can be achieved with it.

PURPOSE: This type of additive manufacturing with 3D Printers will advance time to patient turnaround, save on cost, and reduce waste unlike traditional manufacturing processes.

SCOPE: James A Haley is requesting contractors provide Brand Name or Equal equipment that meets or exceed the physical, functional and performance of the listed salient characteristics in this section. The equipment feature is essential to the technical requirements to meet the need of the government.

FUNCTIONAL AND PHYSICAL CHARACTERISTICS: Equipment must have the functional and physical characteristics to meet the government’s needs effectively. Physical characteristics, accessories, and/or components are as follows for brand name or similar equal devices.

1. Stratasys F270 Printer System (110V/220V/50-60Hz, 12 amp) Brand Name or Equal with the following salient characteristics,

SOFTWARE

Contractor must be responsible for the complete software system integration and installation to a dedicated PM&RS 3D printing Dell laptop. Software will operate outside of VA network.

TRAINING: Contractor is to provide a one-time training at installation of equipment for both software and hardware. Training to include: F270 Printer, Artec 3D Scanner, Geomagic for Solidworks, Solidworks Essentials. Government will not require additional training however tech support will be expected as needed.

WARRANTY OF EQUIPMENT: Government requirement for standard manufacturer industry warranty term. All other maintenance to be incurred in ongoing costs. These ongoing costs with this program will require a maintenance package and license package after the first year as well as additional materials to be purchased as needed.

ONGOING COSTS:

1. 1st year: all licenses covered

1. All additional years [base plus four (4) yearly options]: the following software and maintenance packages would need to be renewed for the following name brands or equal competitors:

Solidworks Standard Network License Renewal Artec Studio Professional License Renewal Geomagic for Solidworks License Renewal GrabCAD Print Software License Renewal DELIVERY SCHEDULE: All items to be delivered and or installed within 30 days of purchase order processing and order placement.

PLACE OF Delivery: Warehousing Department, James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL 33612.

PERFORMANCE MONITORING: Ongoing training and upkeep of equipment will be required and carried out by 3D Printing Program participants. All items will be stored in a locked room and all safety guidelines will be followed.

PLACE OF PERFORMANCE: James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Polytrauma Department, Room C238-38 OR, additional site decided upon at a later date in coordination with hospital leadership.

The following Provisions applies to this acquisition:

The provision at 52.204-7, System for Award Management (Oct 2016) The provision at 52.211-6, Brand Name or Equal ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

· To be considered for award, quoters should complete the price/cost schedule or submit on firm’s letterhead. Quoter shall email this information to Leslie.Hawkins2@va.gov on or before the due date and time for quote submission.

· Questions: All questions must be received by July 16, 2020 at 2:00 pm EST. All questions submitted for this solicitation must be emailed to Leslie.Hawkins2@va.gov Questions received after the stated date and time, may be addressed at the discretion of the Contract Specialist.

ADDENDUM to the provision at 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014) The Government will award a Firm-Fixed Price contract to the responsible quoter using a comparative evaluation. The comparative evaluation will be performed in accordance with FAR 13.106-2(b)(3). The government reserves the right to select a quotation that provides benefit to the government that exceeds the minimum but is not required to do so. Quoters are advised that quotation may exceed the requirements, but the government is not requesting or accepting alternate quotes; each response must respond to the solicitation requirement, stated in the RFQ.

The government will apply the following comparative evaluation process as the basis for award:

Assess the direct comparison of one quote with another in a uniform and fair manner to determine which quote provides the government what it needs, where and when in accordance with the Statement of Need (SON) and this Request for Quote. It is an assessment of which response is “best” as a whole.

Once one quotation is found acceptable, it is compared side-by-side to the remaining ones, and the “best” one is chosen for the best value to the government.

The following comparative evaluation factors shall be used:

- Technical: Each offeror’s quote shall be evaluated based on equipment and services specifications, to determine if the offeror provides a sound, compliant approach that meets the requirements of the Statement of Need and demonstrates a thorough knowledge and understanding of those requirements and their associated risk. In addition, the offeror must submit for evaluation (1) evidence of warranties, (2) specifications of brand name or equal products as detailed in the Price/Cost Schedule and Statement of Need.

- Price: Award will be made to the offeror whose price represents the best overall value.

Information not contained in a vendor’s quote will not be considered during the evaluation. The Government intends to make award selection without clarification but may determine after evaluating submitted quotes that the elements stated in FAR 13.106-2(b)(3) for evaluation procedures are necessary and conduct them as appropriate. The Government reserves the right to make no award if no quotes meet the requirements of this solicitation.

The provision at 52.212-3 Offeror Representations and Certifications-Commercial Items. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal. All quoters categorized as Veteran concern must be certified as a Service-Disabled Veteran Owned Small Business (SDVOSB) in VetBiz/VIP: https://www.vip.vetbiz.gov/ prior to award. All quoters must have an active and complete registration in SAM prior to award.

The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.
