About this file
This is a contractor requirements document issued by the New York State Office for People with Developmental Disability (OPWDD) Central New York Developmental Services Office (CNY DDSO) establishing guidelines and standards for contractors performing work on the CNY DDSO Contractor's List. The document outlines mandatory responsibilities including compliance with all local and state building codes, daily worksite cleanup and debris removal, and secure material and tool storage. All work must be guaranteed for a minimum of one year, covering parts, materials, and labor. The CNY DDSO reserves the right to make awards within sixty days of bid opening, reject any or all proposals, withdraw the solicitation, disqualify non-conforming bidders, and negotiate with successful bidders within the scope of the solicitation.
Contractors must comply with New York State Labor Law Articles 8 and 9 regarding prevailing wage requirements and work hour limitations, with all contractors and subcontractors required to register with the New York State Department of Labor before submitting bids. Beginning December 31, 2025, contractors must electronically submit certified payroll records to NYSDOL through the Certified Payroll portal. Insurance requirements include Workers' Compensation coverage, general liability insurance with minimum limits of $1,000,000 per person and $2,000,000 per accident, protective liability insurance, and automobile liability insurance if vehicles are used. Invoices must be submitted within thirty days and directed to the Business Services Center at accountspayable@ogs.ny.gov with supporting documentation and the BSC Invoice Submission Form. The OPWDD will pay invoices within thirty calendar days of service confirmation. Awards are not final until a Purchase Order is issued. Contractors may be removed from the list for poor workmanship, missed deadlines, failure to follow specifications, inadequate performance evaluations, failure to submit prevailing wage payrolls, or failure to respond to solicitations.
