Questions and Answers Member Recruitment System Request for Proposal (RFP) CNSHQ17R0001 Amendment 0002 May 2, 2017
1. The response to Question No. 8 appears to be self-contradictory. On the one hand it states, “. . . offerors may not add line items to the Pricing Sheet.” On the other hand it says “The cost to develop and maintain an electronic portfolio and a tracking and data management database, the cost of miscellaneous recruitment items, the cost to develop a protocol for statistical analysis, and the cost to perform a statistical analysis are to be included in “Other Direct Costs” [emphasis added] on the Pricing Sheet.” However, the Pricing Sheet does not include a line item called “Other Direct Costs”. May we then assume that this line is to be added?
Answer: Please see the updated price sheet in Amendment 0002.
1. The response to Question No. 12 states, “The offerors will provide price estimates for media under line item number 2, ‘Advertising.’” The line items on the Pricing Sheet are not numbered. “Digital Media” and “Advertising” appear in the same cell on the worksheet. Are they two different line items? If they are, may we split them into two cells for purposes of price calculation?
Answer: Please see the updated price sheet in Amendment 0002.
1. The response to Question No. 40 states, “. . . there is not an expectation of on-site presence at any AmeriCorps NCCC campus. Our question is, will any or all of the NCCC campuses make office space available to contractor staff if requested, either on a full-time basis or sporadically?
Answer: The government will be willing to make office space available sporadically, but not full time.
1. The combined Synopsis/Solicitation states, “The vendor will be expected to primarily [our emphasis] conduct the work at the government site.” To which “government site” does this refer, particularly in light of the response to Question No. 40 and given the fact that the contractor is expected to recruit throughout the U.S.?
Answer: Please see the update on Amendment 0002.
1. Will CNCS extend the deadline for submission of proposals until at least Friday, May 12?
Answer: No, CNCS will not extend the deadline for submissions to May 12.
