To continue government acquired Capability Maturity Model Integration (CMMI) professional certifications held by United State Air Force (USAF) personnel. This is an annual professional fee requirement.

Section C: Justification for Soliciting from a Single Source

The CMMI is a process improvement approach that provides organizations with the essential elements of effective processes. It is used to guide process improvement across a project, a group, or an entire organization. The 309th Software Maintenance Group (309 SMXG) has a long history of continuous process improvement dating back to 1991, being the first government organization of any kind to reach a Maturity Level 5, the highest level attainable in 1998. The 309 SMXG adopted the CMMI due to industry best practices for systems and software engineering. SMXG, by policy, requires all projects and applicable support functions to be trained in CMMI principles and adhere to best practices described in all five levels within the CMMI. Objective CMMI appraisals (called SCAMPI's) are performed on SMXG periodically to ensure that these practices continue to be performed effectively. 309 SMXG has certified High Maturity CMMI Lead Appraisers to accomplish the process improvement training, appraisal and consulting functions. Certification credentials are issued by the governing authority from the CMMI Institute, an affiliate of Carnegie Mellon University. These professional certification fees are an annual expense and are due to expire September 2016. The loss of these CMMI professional credentials would significantly impact the process improvement initiative and threaten 309 SMXG recertification of CMMI Maturity Level 5. Additional impact to workload provided by the 309 SMXG Software Technology Support Center to other USAF and Government organizations to address the quality of software within the government would also be impacted.

Section D: Efforts to Obtain Competition

The CMMI Institute, created by the Software Engineering Institute, a FFRDC, was funded by the USAF for the creation of software best practices. The CMMI Institute is the only governing body for issuance of CMMI certifications. The CMMI Institute provides appropriate instructional and method materials to authorized instructors and appraisers including updates and new material as they become available through electronic master copies. The 309 SMXG is the USAF partner to the CMMI Institute. This allows the government organization to nominate employees (civilian or military) as applicants for CMMI Institutes certifications, after receiving prerequisite training, skills and professional observations.

Section E: Steps to Preclude Future Single Source Awards

Single Source Justification (Simplified Acquisition)

The CMMI Institute, being the only governing body for the CMMI materials and certification (with trademarks from Carnegie Mellon University), is the only provider. No other companies or government entities within the market place are able to grant these CMMI certification renewals being sought.
