I. Contracting Activity.

AFTC/PZIA (Arnold) at 100 Kindel Drive, Suite A332, Arnold AFB, TN 37389

II. Nature and/or description of the action being processed.

This is a new requirement to purchase two blue light optical coordinate measuring machines (CMM). It is the intent of AFTC/PZIA (Arnold) to negotiate a commercial, firm-fixed price contract directly with Creaform U.S.A. Inc. (Creaform).

Creaform (CAGE: 7EXZ5; UEI: RAMVN8818CR8) is an other than small business under NAICS 334513.

III. Description of supplies/services required to meet agency needs.

Arnold Engineering Development Complex's (AEDC) 804th TSS at Arnold Air Force Base (AFB), TN has a requirement for two metrology grade portable blue light optical CMMs. The lead time to delivery will be 60 Calendar Days after Date of Contract (ADC). This will be procured with fiscal year (FY) 23 research, development, test and evaluation (RD&E 3600) funds. The total estimated value of the acquisition is estimated to be . The use of a precision portable CMM will fill a current gap in the precision inspection function to ensure the parts being manufactured at AEDC meet design specifications, to ensure the accuracy of parts/assemblies being sourced from vendors, and to make necessary detailed on-site measurements in support of the AEDC test facilities.

IV. Statutory authority permitting other than full and open competition.

FAR 13.106-1(b)(1)(i), only one source is reasonably available, under the authority of 10 U.S.C. 3204(a)(1) and 3572.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The MetraSCAN metrology grade portable blue light optical CMM, manufactured and sold by Creaform, offers mobility without compromising precision, both of which are necessary for AEDC's unique testing environment. Creaform's MetraSCAN has a metrology-grade accuracy of up to 0.022mm (0.0009"), as well as a scanning speed of 1,800,000 measurements per second. Weighing only 3.28 lbs., the MetraSCAN eliminates the need for transporting parts to a stationary CMM. Additionally, real-time feedback and an intuitive user interface enhances usability and will allow the to take detailed measurements and more quickly and efficiently inspect parts and assemblies.

Market research indicates this type of CMM is not readily available from other vendors as Creaform hold patents for several of its specialize components. Other companies would have to piece-mill several technologies together to become similar to the product Creaform provides. Even if a company could meet all of the capabilities Creaform provides, there would still be a lead time issue due to research and development efforts to have a competitive and comparable CMM.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought (FA910123QCMM) was posted to SAM.gov from 8 August to 16 August 2023. Three responses were received:

a small business expressed interest. The requires the user to place reflectors on the parts being inspected, which is required if the part is going to be moving during the inspection process. The software does not produce computer-aided design (CAD) which would require data to be manipulated in a time consuming process to convert it to a usable CAD data.

a small business expressed interest. The accuracy of is 0.1mm or 0.0039"; however, AEDC requires a tighter accuracy tolerance for its unique testing environment. Additionally, is Wi-fi capable, which would exclude it from the Government's classified work.

a small business expressed interest. The is a rigid setup system which does not allow for the mobility required.

Based on this information, only Creaform provides a product that meets the Government's full requirement.

A synopsis of proposed contract action was posted to SAM.gov from 11 September to 15 September 2023. The posting contained all required elements IAW FAR 5.207, including identification of the intended sole source and a statement that all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency IAW FAR 5.207(c)(16)(ii). No responses were received.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Price fair and reasonable will be determined IAW price analysis techniques found at FAR 13.106-3(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research for determining the vendor pool was focused on potentially identifying alternate sources that would fulfill the Government's needs with only minor modifications. Results indicate that no other qualified sources are capable of meeting the full requirement.

Mandatory Sources - The Air Force or other agencies do not have excess Blue Light Scanners meeting the required specifications. The Federal Prison Industries, Inc. did not have the Blue Light Scanner. A search was conducted on the AbilityOne website, and it does not offer products that meet the requirements. Wholesale supply sources such as GSA, DLA, and the VA do not have a Blue Light Scanner with the required specifications.

SAM Website - NAICS Code 334513 is a manufacturing NAICS. As such, a determination is required for compliance with the Non-Manufacture Rule (NMR). To determine if the NMR exception applies for NAICS code 334513 a query of the NMR Class Waiver List, dated 1 June 2022. As of 7 September 2023, NAICS code 334513 is not listed on the NMR Class Waiver List;

therefore, the NMR is applicable.

Market research indicated that only Creaform U.S.A. Inc., is capable and interested in meeting the requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

AEDC will continue to conduct market research for blue light CMM systems that will meet the Government's requirement, as the need arises.
