1. Introduction

The United States Air Force (USAF) Life Cycle Management Center (AFLCMC) Command, Control, Communications, and Intelligence (C3I) and Networks Directorate (HN), C3I

Infrastructure Division (HNI) Program Management Office (PMO) is issuing this Request for

Information (RFI) as part of its effort to compete the Cloud One follow-on contract, Cloud One

Next (C1N).

2. Disclaimers

This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR)

15.201(e). Any information submitted by respondents to this request is strictly voluntary. This is not a request for proposal (RFP), request for quotation (RFQ), or invitation for bid (IFB); nor does its issuance obligate or restrict the U.S. Government to issue an RFP, RFQ, or IFB in the future. The U.S. Government does not intend to award a contract on the basis of responses from this RFI.

Not responding to this RFI does not preclude participation in any future RFP, RFQ, or IFB, if any is issued. Were the Government to issue an RFP, RFQ, or IFB for the acquisition of C1N, any such solicitation would include additional requirements for procurement of the required hosting environment, system installation, training, Technical Order generation, and on-site

Interim Contractor Support. Respondents need not address any of these elements in their submission.

Respondents are advised the U.S. Government will not pay for any information provided, the use of such information, the preparation of such information, travel expenses, nor any administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties’ expense.

Information received from this RFI will be used for planning and market research purposes. As such, any response submitted to this RFI constitutes consent for that submission to be reviewed by military personnel, Government civilians, imbedded AFLCMC/HNI DoD contractors, and

Federally Funded Research and Development Corporations (FFRDCs) or University Affiliated

Research Corporations (UARC). The responses may be forwarded to other Government entities in consideration for applicability to other programs.

Any proprietary information submitted should be identified as such and will be properly protected from disclosure. All DoD contractor and FFRDC personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. The U.S. Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable U.S.

Government regulations.

Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted.

Issuance of this RFI does not obligate or restrict the U.S. Government to an eventual acquisition approach.

3. Cloud One Overview

Cloud One provides a secured cloud landing zone for a variety of Mission System Owners

(MSO) across the DoD that are live in the cloud or are working to migrate from traditional on-premises data centers to cloud environments. The cloud landing zone includes standardized common services that exist across multiple Cloud Service Provider (CSP) native offerings that are Defense Information Systems Agency (DISA) approved for Impact Levels (IL) 2, 4, 5 and 6.

Cloud One also provides MSOs with a set of common services which provide a standardized set of guardrails and tools throughout the Department of the Air Force (DAF) cloud infrastructure.

For example, Cloud One implements DISA’s Secure Cloud Computing Architecture (SCCA) and

MSOs inherit this benefit by deploying to Cloud One. Cloud One is committed to improving these common services and architecture to reduce complexity, increase security, eliminate duplication of effort, increase resiliency to failures, and accelerate cloud adoption while keeping cost in mind. In addition to providing a cloud landing zone and common services, Cloud One provides marketing support for education and outreach for Cloud One services to include customer requirements capture as well as migration services that support either Migration as a

Service (MaaS) or a Hybrid approach. MaaS involves the Cloud One Managed Service Provider

(MSP) performing the MSO migration work while the hybrid approach involves a MSO bringing their own third-party migration vendor and leverages the Cloud One MSP expertise throughout the migration. The Cloud One MSP also assists with managing and modernizing applications for specific MSOs after the application is live in Cloud One. Cloud one is also responsible for day-2 operations of the cloud infrastructure provided to our mission systems.

4. RFI Purpose

The purpose of this RFI is to gather information on how industry might approach managing and modernizing Cloud One from their various perspectives while taking recent government leadership direction into consideration. Respondents should focus on answering the questions listed below, but other recommendations, comments, or questions are encouraged.

• What metrics does your organization use to measure user satisfaction while migrating, refactoring, and operating applications in a cloud environment?

• How would your organization approach accelerating cloud adoption in accordance with

Line of Effort (LOE) 1 outlined in the Chief Information Officer Public Strategy?

• How would your organization break out the work described in the Overview of this RFI for C1N?

• How would your organization enforce standardized security controls to enable Authority to Operate (ATO) inheritance for MSOs?

• How do commercial customers select a CSP while embracing competition and how would your organization foster direct or indirect competition between CSPs?

• How does industry implement the develop low, deploy high model where development can occur at a low IL and deploy at a higher IL or in more restricted environments?

• What are some of the largest problems your organization has faced with moving to the cloud and what has your organization done to respond to those challenges?

• Which types of applications do not make sense to move to the cloud?

• Is there information on any creative Compute & Store (C&S) pricing structures with

CSPs that could be beneficial to the Government beyond consumption-based pricing?

• How does your organization approach expanding and modernizing common services to adapt to ever-increasing workloads?

• What performance-based metrics does your organization use to measure cost, schedule, performance, and manpower needs for migrating applications to the cloud?

• What prior experience does your organization have with developing, supporting, or implementing cloud-based solutions Government-wide?

• What Indefinite Delivery Indefinite Quantity (IDIQ) or agreements is your organization a part of that can support any of the work mentioned in the Overview section of this RFI?

• What metrics and common services does your organization use to define a well-established cloud environment?

• For businesses that selected a MSP, how did you select that MSP and what were some of the key factors that went into that selection?

• How does your organization approach onboarding potential customers into cloud environments that best meet customer requirements and needs?

• How does your organization approach automating repetitive workflows associated with cloud environments?

• How does your organization approach maintaining and securing their environments to cyber threats that are ever-changing and adapting?

• Is your organization classified as a small business and if yes under which North

American Industry Classification System (NAICS) codes?

• What is your experience implementing DoD Enterprise Service Management Framework

(DESMF) or an industry equivalent construct?

• What is your experience in operating cloud platforms/enterprise services on day-2+ and how would you recommend requirements be shaped to ensure mission critical workloads are available with minimum downtime?

5. Response Format

The PMO is requesting written responses to this RFI.

Provide your submission in a Microsoft Word document. Page sizes will be 8.5” x 11.0” with 1” margins all around. Text will be Times New Roman with font no smaller than 12 pt.

Respondents should identify their company name, address, telephone number, and point of contact (name, phone, e-mail) on the title page. The company name should appear clearly on every page of the submittal and proprietary information must be clearly marked. To the maximum extent possible, please provide non-proprietary information.

Please identify any information that might be identified as Controlled Unclassified Information

(CUI) or proprietary and ensure it is transferred through an appropriate medium. Submit responses via email to James Faria at james.faria.3@us.af.mil. Title e-mail responses in the subject line of the e-mail as follows: Response to C1N RFI.
