DESCRIPTION: The National Institutes of Health - NIAAA intends to procure the services of a contractor to provide a Chromatography system.

NIH- NIAAA has a requirement for the purchase of some Lab equipment. The requirement is for commercial items in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.603 and FAR 13, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and another written solicitation will not be issued. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 334516- Analytical Laboratory Instrument Manufacturing.

Combined Synopsis/solicitation: The Lab needs NGC Quest 10 Plus Chromatography system-an instrument that will be used to purify proteins by Laboratory of Biophotonics and Quantum Biology Staff.

The proteins will be used to develop methods and instruments to study protein-protein interactions.

The instrument includes 10ml/min pumps, multiwavelength (UV-Vis) detector, and conductivity detector, automated sample injector, and fraction collector. All systems controlled through an onboard processor or external computer.

The NGC system was selected, because the Lab currently has one NGC system and a second system is required to increase the efficiency of protein purification. LMBQ Staff are currently trained on the NGC hardware and software and know the good and imperfect capabilities of the system. LBQB has an inventory of extra parts for the NGC system that will be interchangeable with a new system, which will save the government time and money. Existing and proven purification methods may be loaded on the new system for continuation of on-going studies. Existing parts and purification columns may be used in the new system. According to the Lab, Using a chromatography system from another manufacturer will further complicate an already complicated purification procedure.

Initial market research conducted by the Lab has shown availability of different models in Commercial market and so, this RFQ will award to the LPTA with all salient characteristics and compatibility with existing equipment at the Lab. All quotes will be evaluated equally after close of this solicitation and award will be made thereafter..

The proposed contract action is for which the Government does not intend to solicit and negotiate with only one source under the authority of FAR 6.302. Instead, interested parties may identify their interest and capability to respond to the requirement and submit quotations. This notice is a request for competitive quotes and all quotes received within the time and date of publication of this Notice# NICHD-22-098 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a future competitive procurement.
