Brand Name Justification (Simplified Acquisition)
Section A: General Contract Information

Section B: Description of the Supplies/Services Required
Original Equipment Manufacturer (OEM), Harris 2-Bay handheld battery charger compatible with 12500-2500-02 (AN/PRC-163), AN/PRC- 152a and -148 batteries. Features rapid-charge and SMBUS interface for smart-charging and health status conditioning of 12500-2500-02 batteries.
Section C: Justification for Soliciting for a Particular Brand Name Item
(A) Item has assigned NSN but is not available for order by Air Force agencies in the DoD supply system and is not listed on GSA.
(Nearest like-item is previous model which does not support the 12500-2500-02 batteries we utilize).
(B) Harris-brand chargers are the only chargers specifically designed to work with and accurately read the SMBUS information provided from the battery to allow rapid charging, smart charging, and health status conditioning. Off-brand chargers lack these capabilities and can potentially damage the batteries by incorrectly reading the SMBUS data. These chargers will allow operators and technicians to accurately assess and recondition batteries if they show errors on the equipment or on other non-OEM chargers.
Section D: Efforts to Obtain Competition Item is stock listed in FLIS but is not available for procurement by Air Force agencies in the DoD Supply system according to MOE code (verified 6/9/2020). GSA query yielded no results for this generation of the Harris charger. Previous generation models are available but not compatible with new battery models utilized on the AN/PRC-163 (P/N: 12500-2500-02). Additional quotes from vendors were not utilized because they were more expensive (vendor fees) than direct manufacturer quote and did not include volume discounts.
Section E: Steps to Preclude Future Specific Brand Name Requirements
As this battery becomes more common and additional vendors/manufacturers adjust product for compatibility, we will continue to assess and research additional charging capabilities that meet the requirements listed above for consideration in future sustainment endeavors. Additionally, this item will replace the legacy chargers that are currently available on GSA and will likely get recoded for wider distribution within the FLIS management system.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
