1. The objectives section of the SOW indicates that it is not expected that one individual would have all of the qualifications. The SOW is for multiple respondents. Do you allow for teaming agreements? YES, teaming agreements are allowed.
2. The SOW also states:
The areas where contract staffing are needed are business process monitoring and optimization, Enterprise Resource Planning configuration, SAP Basis administration and Active Directory configuration and administration. All of these areas require specific knowledge of FPI business processes and/or the FPI IT environment, including knowledge of operations of the SAP system in a corrections environment. Our firm only has private industry experience with respect to SAP. That knowledge is transferable;
however, since you are asking for specific knowledge of FPI processes do you have procedural documentation that you would be willing/able to share with a contractor so that they may familiarize themselves with your business processes? Not at this time.
UNICOR had a solicitation out for the implementation of SAP. This requirement is in support of that contract.
3. In the first paragraph of the submission requirements, its states that Three Business management Questionnaires of recent and relevant contracts for the same or similar items be part of the proposal package. This will be my first attempt at contracting with the government, so I am not sure how to handle this portion of the package. Should I download a Blank questionnaire and note it there, put a memo in the package to the same effect, or something else entirely? Note it on the Business Management Questionnaire. Non relevant government work can still be included on the BMQ.
4. Is there any incumbent for this project or is this for a new project? No incumbent, new project.
5. If there was an incumbent, can you please let us know the name of incumbent, their hourly rate and historical spend? N/A
6. Is budget allocated for this contract? If yes, can you please let us know the same? There is an independent government estimate, which will not be shared.
7. On Page 7, it is stated: "Multiple awards are expected." Can the Government confirm that it intends on awarding contracts to multiple companies? If that is the case, does the Government intend on competitively awarding positions among the awardees after contract award? Or, will the Government determine during the contract evaluation process which companies receive each position based on resumes received? During evaluation USG will determine which companies will receive each positions based on the evaluation criteria.
8. Are offerors required to submit resumes for every position in order to be compliant? Or, can an offeror submit qualified resumes only for those positions in which we are bidding on? We recommend the later in order to increase competition in a multiple-award environment. Resumes are required for the Name of the individual for each position applied for.
9. On Page 4, it is stated: "FPI requires contract staff to assist in the increase in workload of maintaining current operations while performing a system upgrade". The position descriptions indicate that FPI experience is required. If the purpose of this contract is to augment the current staff during the upgrade project, the requirement to have prior FPI experience seems to limit the Governments options on available staff to support them during this critical time, and also significantly reduces competition. We understand it is critical to have resources who have expertise with the FPI SAP ERP technical and business landscape, but we assume those resources are already on your staff (through Government staff and your current supporting Contractors). If the purpose of the contract is to add temporary SAP staff during the upgrade process, as it is stated in the RFP, we respectfully suggest the Government consider permitting Offerors to propose similarly qualified SAP resources with experience with same SAP modules and technical stack used at FPI, but without the requirement for specific FPI experience. This will greatly increase the Governments options for SAP resources available to support this effort, and will also likely decrease cost as well because offerors are sourcing from a larger resource pool. FPI’s Business processes are unique to any other government agencies due to the nature of the work that FPI does and their mission. It is important to have some knowledge to assist the implantation team.
10. Who is the incumbent? No incumbent, new project.
11. Regarding the submission requirements page 20 of 20 states that "three Business Management Questionnaires of recent and relevant contracts for the same or similar items for past performance evaluation." Is this a must? And if we do not have the past performance then are we going to get disqualified? Fill out one Business Management Questionnaire – state that you have no past performance for evaluation. You will not be disqualified- no past performance is rated as neutral.
NEITHER UNFAVORABLY NOR FAVORABLY - (None) No record exists or sources of information are roughly divided over the quality of the offerors performance. The offeror has no record of criminal conduct, civil fraud, negligence, or the record is old. In the case of an offeror with respect to which there is no information on past contract performance or with respect to which information on past contract performance is not available, the offeror may not be evaluated favorably nor unfavorably on the factor of past performance. These vendors will be evaluated on resume and price only.
12. Regarding page 8 of 20 - Is it a must to meet 2 of the 3 requirements listed below and if we are not able to, are we going to get disqualified? Yes, offer (individuals) must meet qualifications.
Individuals or contractor employees providing services to any Federal Bureau of Prisons facility must have:
1) Legally resided in the United States
2) Worked in the U.S. overseas in a Federal or military capacity; or
3) been a dependent of a Federal or military employee serving overseas.
13. Is local travel expenses covered when travelling to on-site work? Example if I still live in the local community area would I be reimbursed for local travel to meetings in central office? No.
14. Is the hourly rate paid when on travel status? Example if the meeting was in Englewood, would my travel time to the airport and to Englewood be paid at my hourly rate?
Travel time from home duty station to temporary duty station would be paid at the hourly rate.
15. Does the not-to-exceed quantity for the life of contract of 2,080 hours refer to the maximum number of hours expected for all the resources combined or is this the maximum for each resource? Maximum for each resource.
16. Is UNICOR past working experience a requirement for this solicitation?
In the scope section of the RFP (pages 4 to 5), it seems that UNICOR is only looking for offerors that have experience and knowledge of FPI systems, processes, etc. in the areas of Business Process Monitoring and Optimization, ERP, SAP Basis Administration, and Active Directory. FPI’s Business processes are unique to any other government agencies due to the nature of the work that FPI does and their mission. It is important to have some knowledge to assist the implantation team.
17. Are offerors subject to the DOJ Contractor Residency Requirement?
Page 6 of the RFP states that the work performed for this solicitation is on a “Tele-Work” basis and that possible travel to the nearest BOP facility or other BOP facilities is possible. Since working onsite on a BOP facility is a possibility for this solicitation, are offerors required to satisfy the DOJ Contractor Residency Requirements found on page 8 of the solicitation. YES.
18. Are offerors required to meet the INVESTIGATIVE PROCEDURES FOR
CONTRACTORS, CONSULTANTS AND VOLUNTEERS?
The RFP does not state how many days the staff of the winning offeror will work onsite at a BOP facility, only stating that working onsite is a possibility.
As such, are the vendor staff still subject the requirements of INVESTIGATIVE PROCEDURES FOR CONTRACTORS, CONSULTANTS AND VOLUNTEERS as found on pages 8 to 9 of the RFP which covers a period of onsite work equal to or in excess of 30 days (aggregate for multiple purchase orders)? YES
19. On Section 2.0 Scope, all of the Subject Matter Areas require knowledge of the FPI Business Process, Configuration, and Technical Environment. Is there flexibility in knowledge of the FPI system? Is knowledge of any Federal, State or County Corrections or Prison system an acceptable alternative? FPI’s Business processes are unique to any other government agencies due to the nature of the work that FPI does and their mission. It is important to have some knowledge to assist the implantation team.
20. Is there an incumbent for this project? If yes, are they being renewed? No incumbent, new project.
21. Do you require resumes for all the positions required under this contract? Resumes are required for the Name of the individual for each position applied for.
22. I saw that the 3 criterias for evaluation was past performance, price, and resumes. Do you require a technical proposal that outlines our managerial approach, etc. No.
23. When do you anticipate start of this contract? Sometime in June.
24. Is there an incumbent on this contract? If so can you provide contract information? No incumbent, new project.
25. Do you want require resumes for all resources taking on the various tasks to include:
Business, ERP configuration, SAP Basis Admin, and Active Directory? Resumes are required for the Name of the individual for each position applied for.
26. When submitting the pricing, do you want us to base on full time 2080 hours? Fill in the hourly rate for one hour.
27. For “FPI Business Monitoring and Optimization” requirement... typically 'Business process monitoring' config is done in SAP Solution Manager System. But SAP HANA system is mentioned here. As HANA is an in-memory database, is it BW/BI system on
HANA or native HANA or what SAP Business suite is running in HANA. Please provide further details.
The “FPI Business Process Monitoring and Optimization” respondents would be working on identifying business processes and working with the configuration team to implement those processes in the business system whether it is the current SAP system or the future HANA system. The actual configurations in the SAP system would be performed by the ERP/configuration team, not the business process team.
28. Also all these requirements are generally referring to SAP ERP system. Is the project environment only have ECC system or it has other system landscape like PI, EP, SRM, CRM, S/4 HANA, MDM, etc
FPI uses the following modules in the current SAP system: SD, PP, FI/CO, MM, HCM, DC, AA, CCA and PCA. The HANA configuration is expected to mirror the current modules.
29. Reference Page 3, Item No’s 00001 - 00004: Do these 10 personnel positions have to be current “employees" of the Prime / Awardee? Yes.
30. Reference Page 3, Section B: Are resume’s for the 10 personnel positions due by 5/29/2018 with the quote package? Resumes must be provided for any position that is applied for.
31. What is the relation of these resources in reference to the S/4 HANA project? Are they backfill for current UNICOR resources that will be assigned to the project? Are they Subject Matter Experts that will be used on the upgrade project to define requirements and perform User Acceptance Testing? Or another role?

The respondents in this role will also perform any other activities to ensure that FPI business processes operating efficiently including quality of master data and other data quality improvement initiatives.
32. Does FPI have a recommendation on the personnel names that they would like to see on this list? Can FPI provide those names and known contact information?
No
33. Can FPI provide a list of past employees that have knowledge in these areas?
FPI will not be releasing that information.
34. What target rate is FPI expecting for these positions? There is an independent government estimate, which will not be shared.
35. Is it possible to restructure the request to be one where the response is to select a company to help FPI staff these positions with a defined not-to-exceed markup percentage on each position? No.
36. Which procedures (Fingerprint check, Urinalysis, Law Enforcement Agency Checks, etc) are required prior to the contract award? All.
37. Are there existing business processes that need to be redefined by the resources requested in the SOW? If so, within which modules? How is the existing business processes documented?
FPI is planning to analyze HANA best practices and compare to current FPI practices and determine if there are any opportunities for improvement.
Improvement opportunities could occur in any of the modules FPI uses. Current FPI business process documentation is inconsistent. Therefore previous knowledge of FPI business processes is a key requirement so that business processes can be documented appropriately.
38. Do you require a technical response? If so, how many pages allowed for the technical response? No.
39. Does the cover page and table of content count towards the page count? The RFP does not state any requirement in regards to a page count.

Actual execution of fixes will be a combination of the functional consultant, current FPI staff and contract resources and the respondents to this contract. A goal will be to ensure that FPI staff understand the underlying configurations so that they can support the system at the end of the HANA project.
