Statement of Work for the Purchase of Price and Quantity Data for the Estimation of Used Car and Used Light Trucks in the National Accounts
Section 1 – Introduction/Background BEA provides many economic measures as part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation’s productions. BEA, as one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public.
BEA collects source data for specific sectors of the economy. The objective of this procurement is to continue to obtain real-time transactions price data to be used in the current estimates for motor vehicles.
BEA is the nation’s economic accountant, producing measures such as GDP, one of the most important statistical releases for its effect on financial markets. It is important that BEA continuously strives to develop new and improved measures of motor vehicles estimates, which is a major component of personal consumption expenditures on the product side of the accounts.
Section 2 – Statement of Objectives The methodologies for estimates of used cars and of used light trucks in the NIPAs were historically difficult to measure due to the lack of detailed price and quantity data. During the 2003 comprehensive revision, the methodology for estimates of used cars and used light trucks was developed to incorporate detailed by-model year price and quantities data for the first time. This was a significant step in improving the used motor vehicles estimates; and consequently, we have continued to use this source data for used motor vehicles. Because of its accuracy and timeliness, it is important that we continue the procurement of the detailed by-model year price and quantity data from this data source. By using these data, our time series is consistent and more accurately reflects the period-to- period movements in the used motor vehicle estimates. BEA will continue to use these data to construct more detailed and higher quality used motor vehicle estimates within the Personal Consumption Expenditures and Investment sub-components of the NIPAs.
Section 3 – Technical Specification and Deliverables The procurement of annual price and quantity data for used motor vehicles is very important to the estimates. The data must be provided annually, in a continuous time series. Finally, the data must represent a significant share of the transactions in major U.S. markets.
Period of Performance:
The period of performance will be from January 1, 2017 through December 31, 2018, with four ( 4_) twelve-month option periods.
Price and Quantity data for Used Cars and Used Light Trucks:
