1.0 Scope
The scope of this effort is to provide program management, instructional services, and administrative services for the modernization of SEBSP in support of the Marine Corps College of Distance Education and Training (CDET), Marine Corps University (MCU). This support is to be provided at the CDET Headquarters in Quantico, VA and at four regional campus and Staff Non-Commissioned Officer (SNCO) Academy locations: Marine Corps Base (MCB) Quantico VA, MCB Camp Lejeune NC, MCB Camp Pendleton CA, and MCB Camp Butler Okinawa Japan. MCB Camp Butler will also provide support for MCB Hawaii. (See Appendix A for a map of the regional areas).
1.1 Background
The MCU, CDET is located at MCB Quantico, VA. The CDET mission is to design, develop, deliver, evaluate, manage, and resource distance learning products and programs across the training and education continuum, in order to increase operational readiness. Since 2012 CDET has been modernizing enlisted PME programs to meet Commandant of the Marine Corps (CMC) directed requirements for ranks LCpl –GySgt or E-3 through E-7. In 2021 Commanding General (CG) Education Command (EDCOM) provided CDET direction to modernize the E-8 level PME program.
The current PME requirement for E-8 consists of a 5 day in person seminar. Given the E-8 learning outcomes and the modernization of the PME programs for E-3 through E-7, the current E-8 seminar curriculum and execution fails to foster the intellectual edge required of our senior enlisted leaders for success in increasingly complex, distributed, and fluid operating environments. Marine Corps University (MCU) offers a six-week resident Senior Enlisted Professional Military Education (SEPME) program aboard MCB Quantico. While SEPME achieves the MCU-designated learning outcomes for E-8s, it is neither available to the majority of the E-8 population nor a PME requirement. CDET’s solution is the SEBSP, a SEPME-like curriculum in a blended format available to all E-8s across the Total Force. The SEBSP is designed for delivery in two stages: an eight-week nonresident period followed by a two-week resident period. Stage one, the Nonresident Seminar (NRS) period, will be accomplished as an onsite or online seminar of 15 students (Max Student to Faculty ratio is 1:15) facilitated by an instructor (Government Furnished Information (GFI) item a. page 6). Students will complete the NRS during off-duty hours onsite at or near their primary duty station or online; NRS cohorts will meet one night per week, in person or virtually via the CDET virtual classroom. Each cohort will then transition to stage two, the Final Resident Seminar (FRS). Multiple NRS cohorts will join together for the FRS. The FRS will occur over two weeks at a SNCOA at the following MCU regional campuses: MCB Camp Pendleton, CA; MCB Camp Lejeune, NC; MCB Quantico, VA; and MCB Butler, Okinawa, Japan/MCB Hawaii. Student to faculty ratios during the FRS vary from 1:15 to 1:45 depending on the course being taught. These ratios and an expected FRS schedule are provided in GFI, item b. FRS Course Cards page 6. In order to allow for maximum participation in the program a separate 18-week Senior Enlisted Online Seminar (SEOS) option will be available by exception to those stationed in billets and areas where participation in the BSP is impossible/impractical.
In order to facilitate consistency in delivery and to ensure quality of instruction, CDET has established regional offices, each managed by a Government Regional Director (RD). Each RD is responsible for managing their office and providing educational support to the students and unit commanders in their region. RDs will coordinate with the base, stations, and SNCO Academies within their region for the classroom facilities to conduct the seminars. The first year of the contact is expected to operate at an Initial Operating Capability (IOC) of three iterations and support 570 students. Appendix B is the IOC SEBSP Schedule. At Full Operational Capability (FOC), this program is expected to operate in four iterations and support a maximum of up to 1080 seats available through the BSP and up to 110 through SEOS. Academic Year (Base Year) 2023 capacity will support 570 students through the SEBSP and 0 through SEOS. Academic Year 2024 (each option Year) capacity will Support meet FOC requirements of up to 1080 Students through SEBSP and up to an additional 110 Students through SEOS. See specific support in Ch. 3.
The Government will provide the following services and facilities in support of the CDET regional offices:
· Adequate office and storage space for personnel, courseware and materials.

3.4 NRS/SEOS Adjunct Faculty Teaching Services
Blended seminars consist of a mix of in-residence seminar periods--taught by full-time faculty--and non-resident seminar periods (onsite and online) taught primarily by adjunct faculty. The adjunct faculty teaching services will be for both the 8-week NRS of the SEBSP and the 18-week SEOS Online.
For the SEBSP, the contractor shall provide adjunct faculty teaching services for two separate areas of expertise, teaching fundamentally different content: leadership and warfighting for a senior enlisted leader and communications with an emphasis on writing and oral presentation. Each NRS seminar will have two adjunct faculty. The leadership and warfighting faculty will be the seminar group’s primary faculty and will lead 7 of 8 seminar lessons. The communications faculty will lead 1 of 8 seminar lessons and will provide feedback and grades for one 1,000 to 1,500 word essay (outline, rough draft, and final essay) and one seven-minute oral presentation (recorded by the student).

4.0 Status of Forces Agreement
Status of Forces Agreement (SOFA) and Synchronized Predeployment and Operational Tracker (SPOT): The Code of Federal Regulations mandates contractor accountability in contingency areas through the use of the Synchronized Predeployment and Operational Tracker (SPOT). The CFR covers a Title 10 requirement for common contractor databases. The Defense Federal Acquisition Regulation Supplement requires contractor companies to use SPOT and contractor personnel to have a SPOT-generated letter of authorization (LOA) signed by the government’s contracting officer in order to process through a deployment center or to travel to, from, or within the operational area. The LOA specifies authorizations or government support that contractor personnel are entitled to under the contract. (https://www.acq.osd.mil/log/ps/spot.html)
The applicable DFARS Clause includes:
DFARS Clause 252.225-7040- Contractor Personnel Supporting U.S. Armed Forces Deployed Outside the United States. (October 2015)
In accordance with the Status of Forces Agreement (SOFA), the Government will register the contractor into the Synchronized Predeployment and Operational Tracker (SPOT) system and obtain proper Letters of Authorizations (LOA) when deemed necessary. The Prime is responsible for all subcontractors as subcontractors cannot register in the SPOT system.
Please refer to below website below and review for any updates.
https://www.mcipac.marines.mil/StaffandSections/SpecialStaff/OfficeoftheStaffJudgeAdvocate/InstallationLaw/SOFA/CONTRACTORS.aspx
5.0 Travel Requirements
The Contractor shall travel to various CONUS and OCONUS locations in support of Program training requirements. The anticipated level of travel is shown in the table below. This travel is for attendance at conferences, training facilities, and Government meetings as determined necessary by the COR. Or required in the PWS.
When travel requirements are identified, the COR will provide planning information to the Contractor (e.g., plans, agenda, itinerary, dates, number of travelers). Within 10 business days, the Contractor shall submit a travel request with a travel plan (including costs). All travel requests must be validated and approved by the COR prior to travel. Upon approval, the travel request costs become a "not to exceed" amount. Any incurred costs greater than the approved "not to exceed" amount for that trip will be an unallowable expense (that cannot be offset by future travel underruns). Costs for travel shall be billed in accordance with FAR 31.205-46 Travel Costs.
