EVALUATION CRITERIA
Soundness of Approach to CMS’s Effort
The offeror’s quotation is complete and demonstrates an understanding of the SOW. This includes having an awareness of the contract objectives and a demonstrable understanding of the detailed components of the tasks required to produce the desired product. The proposed approach is sound and well documented and ensures the achievement of timely and acceptable performance.
1. Personnel
The staff (including the skill mix) is competent, appropriate, and experienced in the skills required for this SOW. Resumes of staff and consultants reflect not only academic qualifications but also actual experience in similar tasks. If subcontractors are proposed, information is provided to support the qualifications of the subcontractors.
1. Management
The response shall demonstrate the offeror’s ability to manage all aspects of the proposed effort including technical performance, time and delivery constraints, cost, status reporting, and subcontractor(s). Ability to identify, address, resolve, and communicate problems (including conflicts of interest), and to maintain a positive working relationship with CMS staff are important.
1. Cost
In addition to the criteria above, CMS must also consider cost.
