2.0 SCOPE
The OCC’s International Analysis and Banking Condition (IABC) division of the Economics Department requires a responsible vendor to provide an econometric model that can simulate global economic and financial shocks by country and sector. The model and results will be used in stress tests, and to facilitate economic and financial analysis of the global economy, so as to identify potential safety and soundness risks to the U.S. banking system. This will be a firm-fixed-price contract in which the contractor shall provide an econometric model in accordance with this Performance Work Statement (PWS).

2.2 PERFORMANCE REQUIREMENTS
The analysis from the econometric model would include doing sensitivity analysis of transmission channels of financial and real sector risks to the U.S. The global model shall provide ready access to these scenario results. An important use of the output will be to calibrate Dodd-Frank Act Stress Test scenarios.
The forecasts for financial market and macroeconomic indicators should span all major countries and economic sectors. The linkages across country and sector in the model should be clear and accessible, so that transmission channels can be ascertained.
The vendor shall have proven analytical expertise in the areas covered by the model. The vendor shall provide training and technical support to help IABC users simulate and retrieve scenario forecasts.
The products offered shall include:
Global macroeconomic and financial market model: The model shall allow access for 5 users simultaneously in the form of 5 licenses. The countries modeled should include all the major advanced economies and large/systemic emerging market economies. Macroeconomic and financial market indicators forecasted in the model should cover the following areas:
1. Standard national income accounts (GDP)
2. Trade and the balance of payments
3. Fiscal accounts, including measures for debt sustainability
4. Monetary indicators, including interest and inflation rates
5. Equity prices and bond markets
6. Corporate finances and business investment
7. Wages, labor market, productivity and competitiveness measures
To assess transmission channels, the model documentation must show how each forecasted macroeconomic and financial market indicator is modeled, and show the linkages between all the indicators, both within and across countries. This documentation must be readily available.
Data and forecasts shall have the following characteristics:
· Consistency: Data must be compiled and forecasts must be applied using consistent methods, across countries, to permit sound analysis.
· Frequency: At least quarterly.
· Forecast horizon: At least 5 years.
· Frequent updates: Data shall be updated at least monthly.

PART V - EVALUATION OF QUOTES
5.0 52.212-2 Evaluation-Commercial Items (Jan 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The factors listed in section 5.1 below will be used to evaluate the offer. The evaluation factors are listed in order of importance.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before the award.
5.1 Basis for Award
This procurement is being solicited, offered, evaluated, and awarded using procedures under FAR Subpart 12. The OCC will award one firm-fixed-price purchase order from this solicitation to the responsible vendor (FAR Subpart 9.104) whose quote, conforming to the solicitation, will be most advantageous to the OCC, price and other factors considered.
The OCC will use the following factors, listed in descending order of importance, to evaluate proposals:
1. Technical Capability
2. Past Performance
3. Price
Technical Capability and Past Performance, when combined, are significantly more important than Price. The OCC reserves the right to not make an award to a vendor who receives a rating of marginal or unacceptable in any of the above factors.
5.2 Evaluation Factors
1. Technical Capability: The offeror's technical capability must demonstrate an understanding of the requirements, delineating the techniques and procedures that will be used to satisfy the requirements in a quality and timely manner. The technical capability shall address each functional element in the PWS in enough detail to clearly and fully demonstrate that the Offeror understands the requirements and the inherent challenges and risks.
2. Past Performance: The OCC will evaluate each vendors past performance on the basis of its breadth, depth and relevance to the work that will be required under this contract vehicle, based on the information provided by the vendor. The Government may evaluate the experience of the Offeror’s proposed key subcontractors in the same manner as the prime contractor to the extent warranted.
3. Price: OCC will base total evaluated price on the prices proposed for the CLINs listed in Part I in conjunction with FAR 52.217-5. The OCC will not consider prices that are contingent, unreasonable, or unbalanced. Price is not a scored evaluation factor. OCC will use total evaluated price as part of its best value analysis.
