Request for Quote: FA480024QH001 Catholic Religious Education Coordinator

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate Request for Quotes (RFQ) will not be issued.

The solicitation number is FA480024QH001 and is issued as a Request for Quotation (RFQ). This combined synopsis/solicitation incorporates provisions and clauses including those in effect through Federal Acquisition Circular and DFARS change notice.

The North American Industry Classification System (NAICS) code is 813110 and the size standard is $13M dollar value. This is a requirement for a Catholic Religious Education Coordinator as indicated below.

Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless ALL of the following conditions are met: input is received before award is made; the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition; and it was the only quote received. SPECIAL NOTES AND INSTRUCTIONS:

1. This is a notice that this order is a total small business set-aside concerns holding NAICS Code 813110 and the size standard is $8M dollar threshold. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.

2. Basis for Award. 633 CONS/PKA will issue a purchase order to the vendor who is determined to offer the best value to the Government. Failure to acknowledge Amendments may result in your quote not being considered for award.

3. Best Value Determination. The candidate must meet the qualification requirements outlined in the attached SOW section 4.1.3, 4.1.4, and 4.1. 5.. They must also present a quote at or lower than the $42K budget. Finally, the Chapel will interview the candidate to measure the candidate’s attitude, disposition, and character in accordance with the SOW section 4. The Government will award a contract to the qualified candidate who best meets the qualifications of section 4. Also, any candidates must be deemed technically acceptable by the Wing Chaplain or by a designee that is a Catholic Chaplain/Civilian equivalent. All proposed prices for all contract periods will be evaluated for reasonableness, which may be determined based on prices submitted by competition, historical pricing, current market conditions, comparison to the Independent Government Estimate, and/or other proposal analysis techniques. The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate price reasonableness. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the criteria contained in the solicitation.

If the lowest priced submission does not meet the technical criteria described within the solicitation, the government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. The evaluation will stop at the point when the government determines an offeror to be technically acceptable with the lowest evaluated price; that offer will represent the best value. Contingent upon a determination of contractor responsibility, award will be made to that offeror without further evaluation of other offers. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

4. Discussions. The government intends to award a purchase order without discussions with respective vendors/quoters. The government, however, reserves the right to conduct discussions if deemed in its best interests.

5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.

52.209-11 – Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016)

(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing

Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

52.212-1 Instructions to Offerors -- Commercial Items (Oct 2018) – Addendum

1. General Instructions

A. The purpose of these instructions is to prescribe the format of the Request for Quote (RFQ) and describe the approach for the development and presentation of the RFQ data. This is designed to ensure the essential information required for evaluation is submitted.

B. The contracting officer urges the offeror to submit their best pricing and technical information upfront. The contracting officer may request at any time for the offeror to submit information, other than the certified cost or pricing data, to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price. However, the Government does not intend to go above the budget of $42,000.

C. To assure the timely and equitable evaluation, the offeror shall follow the instructions contained herein. Offeror is required to meet and address all the requirements, including terms and conditions, representations and certifications, and technical requirements. Offeror must clearly identify any exception to the terms and conditions and provide complete accompanying rationale.

The RFQ response shall consist of:

TECHNICAL SUBFACTORS

The offeror shall submit a resume as outlined by the Statement of Work, paragraph 4.1.3

Technical Subfactor b: Interview

The offeror shall schedule to attend an interview at Langley AFB in person or over the phone at the Chaplain’s discretion. Interviews will be conducted at 180 Dodd Blvd, Joint Base Langley-Eustis, VA 23665 (Chapel Annex). Interviews will take place as quotes are received and will continue to be ongoing until all offerors with an acceptable conduct an interview. Interviews will be conducted in person unless extenuating circumstances require a phone interview. Offeror’s with an unacceptable resume will not be further interviewed.

52.212‐2 ‐‐ Evaluation ‐‐ Commercial Items-Addendum (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offerors conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b) The following factors shall be used to evaluate offers:

The budget for this requirement is $42K per year, any quote above this price will not be considered. Offerors may quote lower than this price, however, when compared to the technical factor, price is less important than technical.

(d) Factor 2 – Technical:

Technical quotes will be assessed a rating of "Acceptable" or "Unacceptable". To be eligible for award, the offeror is required to receive an “Acceptable” rating in the resume subfactor.

Offerors must meet the education and experience requirements established in PWS sections

4.1.3. and 4.1.4, 4.1.5. to be considered for an interview

TECHNICAL SUBFACTOR A: RESUME

Aspect 1: The coordinator must have documented proof of religious education. In order of preference, the coordinator shall have (1) a bachelor degree in theology, theological studies, or religious studies or, (2) at least a minor in one of the mentioned fields of study within the context of a bachelor’s degree in a related major; or (3) an associate’s degree in theology, theological studies, or religious studies, or a related field of study; or (4) other certificate of training in theology, theological studies, or religious studies, or a related field of study.

Aspect 2: The RE Coordinator shall have a minimum of two years’ experience as a Catholic RE Coordinator/Director and/or 5 years teaching experience in a Catholic religious education program.

Aspect 3: The coordinator must possess, or be in the process of completing AMS Catechist Certification or willing to begin the certification process within 30 days of contact award. The contractor is responsible for scheduling and paying for AMS Catechist Certification.

Aspect 4: A letter from the applicant's current pastor or immediate prior pastor must be submitted to document the individual's adherence to Church norms and status as a practicing Catholic in good standing.

TECHNICAL SUBFACTOR B: INTERVIEW

Aspect 1: Attitude and Disposition. A positive, self-directed and motivated individual with the breadth and depth of knowledge necessary to accomplish the day-to-day coordination of the RE and Formation Program. This person must demonstrate a familiarity with and commitment to Catholic faith and practice as articulated by the documents of the Second Vatican Council and subsequent statements of the United States Conference of Catholic Bishops and the RE curriculum standards established by the AMS, USA.

Aspect 2: Character. An ability to work unsupervised in a fluid environment with staff, parents, and children of all varieties of religions. Possesses an ability to maintain healthy, functional interpersonal relationships with co-workers and customers. Maintains professional standards of conduct and public decorum, including but not limited to dress and grooming. All personnel dealing with youth are subject to a positive background investigation as determined by current base and Air Force regulations. Required to participate in and understand expectations of “Protecting God's Children” training for self and other staff, i.e., completion of VIRTUS training or similar program or similar program approved by AMS.

Best Value Award Decision:

Once the candidate has been deemed acceptable in the resume subfactor, and their prices are considered to be fair and reasonable, the Government will conduct a best value decision in determining which candidate is most suitable for this position based off the interview subfactor.

Two contractors may have the same adjectival rating of acceptable overall, however, the Government may select the candidate who is most suitable to the chapel in accordance with FAR 13.106-2(b)(4)(i).

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. 52.217-8 Option to Extend Services. (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. (a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six-position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web- Based Training

Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. 5352.242-9000 Contractor Access to Department of the Air Force

CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (JUL 2023)

(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes.

The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, valid vehicle insurance certificate, and [ insert any additional requirements to comply with local security procedures ] to obtain a vehicle pass.

(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101 , Integrated Defense, and DODMAN5200.02_AFMAN 16-1405 , Air Force Personnel Security Program ] citing the appropriate paragraphs as applicable.

(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

(f) Failure to comply with these requirements may result in withholding of final payment.
