OVERHAUL REQUIREMENTS:
1.0 The U.S. Coast Guard requires an evaluation of the below listed Allied Systems model CT-5 winch kit for the purpose of refurbishment to like new condition. The Allied CT-5 boat davit winch is used in the small boat launch and recovery system aboard the 175 WLM, 210 WMEC and 378 WHEC vessels.

1.1 Contractor shall assume responsibility for the safety and care of the government furnished property while in possession.
1.2 Winch received by the contractor must be complete and of the model numbers cited above. Any discrepancies or otherwise conditions found that may affect the work to be performed shall immediately be reported to the Coast Guard Contracting Officer.
1.3 The requirements described herein are the minimum necessary and are not intended to replace any procedures, controls, examinations or tests normally employed by the contractor to assure the quality of the product.

2.1 Commercial Documents:

2.2 Order of precedence: In the event of a conflict between the text of this statement of work and the referenced documents cited in section 2 herein, this statement of work shall take precedence.
3. Requirements:
3.1 Upon receipt of material, the contractor shall inspect the winch and shipping container for any damage. Any discrepancy shall be brought immediately to the attention of the Contracting Officer.
3.2 The contractor shall provide all labor and material to perform all requirements noted herein.
3.3 Conversion: The winch shall be modified to have Parker ORS series O-Ring seal split flange fittings for fluid interfaces of the winch up, winch down and CT return lines where not currently existing. New fittings or components shall be installed as part of the refurbishment. New mounting hardware and face seal O-Rings shall be included with each winch assembly.
3.4 Disassembly and inspection: If the wire rope has been provided, it shall be removed and discarded. The wire rope shall not be included as part of the refurbishment. The contractor shall completely disassemble the winch per chapter 6a of reference 2d, and conduct inspections to determine any necessary repairs of all components. Upon disassembly, a condition found report shall be prepared based on all findings either as a result of the inspection, conversion or service bulletins. A condition found report and part list (3.4.1) shall be submitted which details all findings, recommendations and parts. A total reburbishment cost shall be submitted which includes all labor and material to assemble, test, paint, preserve, package and mark each winch. The condition found report, part list and repair quote shall be submitted to the Coast Guard Contracting Officer for review.
Upon submittal of this documentation, no additional work or cost shall be incurred unless authorized by the contracting officer. Upon review of all documents, the Coast Guard shall make a determination and advise the contractor as to the follow on disposition of the winch.
3.4.1 Part list: An itemized part list shall be prepared utilizing table 7A- 23 of reference 2d to accomplish the refurbishment and conversion of the winch. Each part listed shall include the nomenclature, part number, quantity of each part and include the unit and extended cost for each part.
3.4.2 A separate condition found report, part list and quote shall be submitted for each winch offered under this contract identified seperately by the winch serial number.
3.5 Replacement Parts: All replacement parts used shall be new original equipment replacement parts or equivalent. Reclaimed or serviced parts are not acceptable and shall not be used.
3.6 Surface preparation: Prior to surface preparation, cap or plug all open ports and protect all internal parts, as well as bearing surfaces, threads and any other part where blast cleaning may cause damage. All label plates shall be removed and replaced after refurbishment. All surfaces intended for paint shall be prepared to near white metal in accordance with reference 2.1a to achieve a (1.5 - 2.5) anchor surface profile. Alternative methods of paint remavol are authorized where grit blast may cause damage to materials other than steel or may have a deterimental affect of the hydraulic system cleanliness.
3.7 Castings shall be visually inspected for imperfections and cracks particularly around bolt hole locations. Any indication that may warrant further inspection shall be addressed in the condition found report.

3.8 Reassembly: Upon authorization by the contracting officer to proceed with refurbishment, the winch shall be reassembled using calibrated tools and testing equipment in compliance with reference 2.1.b. Contractor shall ensure that the gear case lubricant is filled to the required level with the appropriate lubricant. Upon completion of the winch performance test, all lubricants and oil shall be drained and warning tags attached stating that the winch shall be filled with the OEM recommended fluid type prior to operation.
3.9 Paint: Upon completion of a sucessful performance test, all surfaces intended for paint shall be clean, dry and free of contamination. The winch shall be painted with a Polysiloxane paint system as follows:
Zinc rich primer, compatible with polysiloxane system (3-4) mils dry film thickness (dft).
First coat (1-2) mils dft of polysiloxane.
Top coat (5-6) mils dft of polysiloxane
The first and top coat paint color shall be SPAR color number 10371 in accordance with reference 2 a.
Note: steel surfaces shall be primer coated within eight hour of preparation to avoid flash rust. First and second coats may be applied at any time, but it is recommended that they be applied after completion of testing.
3.9.1 Paint Data Sheet: Paint data sheets shall be prepared to certify the paint type and mil thickness and pertinent date concerning the paint application i.e. temperature, relative humidity and other pertinent data.
The paint data sheet shall be packed with each winch. A copy of the paint data sheet shall also be provided to the Coast Guard, Quality Assurance Representative.
3.10 Performance Test: After reassembly of the winch, the contractor shall conduct the following described test to assure maximum design performance.
All test shall be accomplished on contractor supplied test equipment and include all necessary material necessary to conduct the test. The contractor shall use hydraulic oil with a cleanliness level of 17/14 or better per reference 2b along with the use appropriate filters and safety devices. All testing shall be conducted in the presents of a Coast Guard, Quality Assurance Representative.
3.10.1 Test equipment requirements: Test equipment shall be capable of producing a minimum 3200 PSI and 40 GPM output. A safety relief valve shall be set at 110% of the test pressure dependant on the type of test being conducted and adjusted accordingly.
3.10.2 Calibration: All gauges, flow meter and other measuring/safety devices used shall be calibrated and traceable to National Institute of Standards and have current calibration stickers.
3.10.3 Test setup and requirements:
3.10.3.1 The winch shall be secured to a test platform using 3/4 -11 NC grade 8 bolts, torque 278-310 ft lbs.
3.10.3.2 Adjust constant tension clutch pressure to 800 PSI.
3.10.3.3 Adjust constant tension motor sequence valve to 1,200 PSI.
3.10.3.4 Adjust counterbalance valve to 3,000 PSI.
3.10.3.5 Set hydraulic power unit system pressure to 2,750 PSI.
3.10.3.6 Observe wire rope spooling for proper reeving alignment (adjust if necessary).
3.10.3.7 Each test parameter shall be recorded and documented with a pass or fail notation based on test outcome.
3.10.3.8 Wire rope 5/8", 6x37, EIPS, specification RR-W-410 type 1 class 3.
3.10.3.9 Hoist and lowering distance shall be 5 ft (60 in) minimum.
3.10.3.10 Personnel safety and hoist operation is paramount, and shall be adhered to per the safety summay of reference 2.d.
3.10.4 No load test: Without wire rope installed, the winch shall be rotated at its maximum speed for three times each in the pay in (hoist) and pay out (lower) positions, alternating between each positions. The winch shall be rotated 20-25 revolutions in each position. The test shall be halted if any unusual noise or unusal condition is noticed which shall be investigated.
Install the wire rope assembly and a 25 lb weight, and determine the maximum line speed by recording readings for both positions in number of feet per minute, while also recording the elapsed time (seconds), gallon per minute (GPM), system pressure (PSI), Ambient air and oil temperature (F.) A minimum of two readings per position shall be taken and averaged.
3.10.5 Dynamic overload test: A load test equal to 125% of the winches rated load (7,125 lbs +/- 10lbs) shall be conducted by increasing the system pressure to 3,000 PSI. The load shall be raised and lowered three consecutive times with a 5-10 second delay period between cycles. The load shall be brought to a controlled stopped prior to touching the ground and at its highest lift point during all cycles until the test is complete. The winch shall operate smoothly in both direction and the brake shall not have any creep or slippage. The actual test weight shall be recorded along with the system pressure during the test.
3.10.6 Static overload and brake test: Using the same system pressure and relief valve setting as in the dynamic overload test, a load test equal to 150% of the winch rated load (8,550 lbs +/- 10 lb) shall be conducted for 5 minutes. At no time shall the winch be used to raise the load, but rather the load shall be slowly placed onto the wire rope. The brake performance shall be monitored and shall show no sign of creep or slippage during the test.
The load shall not be placed any higher than one to three inches above the ground when supported by the winch. Upon completion of the test the winch shall be visually inspected for any signs damage, metal fatigue and cracks.
3.10.7 Rated load test: Reduce the system pressure to 2,750 psi. Test shall be preformed with a 6,700 lbs +/- 10 lb load. The minimum required winch speed during this test is 70 ft/min. The test shall be conducted long enough to obtain the calulations over three cycles in both the hoist and lower

The test shall be conducted long enough to obtain the calulations over three cycles in both the hoist and lower positions. During the test, the elapsed time (seconds), gallon per minute (GPM), system pressure (PSI), ambient air and oil temperature (F.) shall be recorded during each cycle.
3.10.8 Constant Tension (CT) test: (a) Demonstrate that the wire rope tension is adjusted to 25 lbs +/- 10 lbs. (b) Using a 2500 lb +/- 10 lb weight, raise the load and then select the CT mode. Lower the load to the ground and verify that the winch automatically switches from lower mode to CT mode by removing any wire rope slack once the load touches the ground. (c) Using a fork truck or other means, move the 2500 lb weigt rapidly up and down to simulate wave motion. Demonstrate that the CT mode can be cancelled and that the load can be hoisted up while the load is being moved up and down.
3.10.9 The winch shall pass all of above test prior to acceptance by the Coast Guard.
3.10.10 Test Report: The test results for each test shall be documented on a test report. A copy of the test report shall be packed with the winch and a copy shall be turned over to the Coast Guard, Quality Assurance Representative.
Report shall contain the following information as a minimum:
a) Contractor name.
b) Contract number.
c) Winch model/part number (49396).
d) Winch Serial number.
d) Date of test.
e) Description of each test conducted and results of each test.
f) Name of the person(s) conducting the testing.
3.11 Upon completion of a successful performace test, the contractor shall apply a certification plate which identifies the contractors name, date of test and load at which tested at a minimum.
3.11.1 The certification plate shall made of 1/16" thick aluminum plate approximately 2" x 3" in size. The data may be engraved, stamped or inscribed on the plate. The plate shall be affix to the winch frame with a marine grade adhesive.
3.12 Notifications & Inspections: The contractor shall be responsible for notifying the Contracting Officer at least seven (7) working days prior to the contractor being ready for any Quality Assurance (Q.A.) inspections or testing as required herein.
4.0 Inspections and Testing:
4.1 General: The Contractor shall maintain an inspection system which shall ensure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be in accordance with Federal Acquisition Regulation (FAR) Clause 52.246-2. The system shall be documented and available for review by the Coast Guard Quality Assurance Representative.
4.2 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractors plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to the prescribed requirements. The manufacturer's quality system shall comply with the requirements of ANSI/ASQC 9001Quality Management Systems - Requirements.
4.3 Records: The contractor shall maintain records of all inspections and tests. The records shall indicate the nature and number of performed observations, the number and type of deficiencies found and the corrective action taken.
4.4 Contractors Calibration System: The test facility shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3. The program shall be documented and traceable to the National Institute of Standards (NIST).
4.5 Inspections and Tests: The inspections and tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following are required:
a) Paint thickness and material specified in 3.9 and 3.9.1.
b) Verification of performance test specified in 3.10.
c) Data plate specifiied in 3.11
d) Peservation, Packaging and Marking requirements specified in part 4.6 and
5.0 below.
4.6 Container marking Inspection: Contractor shall verify the shipping container markings with the marking in section 5.3.1 and apply any missing information.
5.0 Preservation, Packaging & Marking:
5.1 Preservation: Any ports that are open prior to installation shall be sealed with a cap or plug to prevent the intrusion of moisture into the winch or hydraulic motor. Any metal surfaces subject to corrosion shall be coated with corrosion preventative compound, Grade 3 in accordance with MIL-PRF- 16173E.
5.2 Packing: Where the original container was unsalvageable, each refurbished winch shall be packed in its own skid mounted open type wooden crate per reference 2d. The container shall be assembled with screws. Winch shall either be place into a bag or entirely covered in a polyethylene wrap and then mounted in the crate by use of bolts through the base of the crate to prevent the winch from shifting within the crate. Crate shall be capable of positions. During the test, the elapsed time (seconds), gallon per minute (GPM), system pressure (PSI), ambient air and oil temperature (F.) shall be recorded during each cycle.
3.10.8 Constant Tension (CT) test: (a) Demonstrate that the wire rope tension is adjusted to 25 lbs +/- 10 lbs. (b) Using a 2500 lb +/- 10 lb weight, raise the load and then select the CT mode. Lower the load to the ground and verify that the winch automatically switches from lower mode to CT mode by removing any wire rope slack once the load touches the ground. (c) Using a fork truck or other means, move the 2500 lb weigt rapidly up and down to simulate wave motion. Demonstrate that the CT mode can be cancelled and that the load can be hoisted up while the load is being moved up and down.
3.10.9 The winch shall pass all of above test prior to acceptance by the Coast Guard.
3.10.10 Test Report: The test results for each test shall be documented on a test report. A copy of the test report shall be packed with the winch and a copy shall be turned over to the Coast Guard, Quality Assurance Representative.
Report shall contain the following information as a minimum:
a) Contractor name.
b) Contract number.
c) Winch model/part number (49396).
d) Winch Serial number.
d) Date of test.
e) Description of each test conducted and results of each test.
f) Name of the person(s) conducting the testing.
3.11 Upon completion of a successful performace test, the contractor shall apply a certification plate which identifies the contractors name, date of test and load at which tested at a minimum.
3.11.1 The certification plate shall made of 1/16" thick aluminum plate approximately 2" x 3" in size. The data may be engraved, stamped or inscribed on the plate. The plate shall be affix to the winch frame with a marine grade adhesive.
3.12 Notifications & Inspections: The contractor shall be responsible for notifying the Contracting Officer at least seven (7) working days prior to the contractor being ready for any Quality Assurance (Q.A.) inspections or testing as required herein.
4.0 Inspections and Testing:
4.1 General: The Contractor shall maintain an inspection system which shall ensure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be in accordance with Federal Acquisition Regulation (FAR) Clause 52.246-2. The system shall be documented and available for review by the Coast Guard Quality Assurance Representative.
4.2 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractors plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to the prescribed requirements. The manufacturer's quality system shall comply with the requirements of ANSI/ASQC 9001Quality Management Systems - Requirements.
4.3 Records: The contractor shall maintain records of all inspections and tests. The records shall indicate the nature and number of performed observations, the number and type of deficiencies found and the corrective action taken.
4.4 Contractors Calibration System: The test facility shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3. The program shall be documented and traceable to the National Institute of Standards (NIST).
4.5 Inspections and Tests: The inspections and tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following are required:
a) Paint thickness and material specified in 3.9 and 3.9.1.
b) Verification of performance test specified in 3.10.
c) Data plate specifiied in 3.11
d) Peservation, Packaging and Marking requirements specified in part 4.6 and
5.0 below.
4.6 Container marking Inspection: Contractor shall verify the shipping container markings with the marking in section 5.3.1 and apply any missing information.
5.0 Preservation, Packaging & Marking:
5.1 Preservation: Any ports that are open prior to installation shall be sealed with a cap or plug to prevent the intrusion of moisture into the winch or hydraulic motor. Any metal surfaces subject to corrosion shall be coated with corrosion preventative compound, Grade 3 in accordance with MIL-PRF- 16173E.
5.2 Packing: Where the original container was unsalvageable, each refurbished winch shall be packed in its own skid mounted open type wooden crate per reference 2d. The container shall be assembled with screws. Crate shall be capable of providing protection to the winch during multiple shipments by commercial carrier.
5.3 Marking: Crate shall have identification markings located on the left upper half of each of the two long sides. All markings shall be 3/4 inch minimum height figures and have a contrasting background. Print media used shall be waterproof and be capable of withstanding periods of outside storage without fading or wearing off.
5.3.1 Markings shall include the following information:

a) The actual labels shall be Type "V", Grade "C" Style "2", Composition "a" with or without plastic laminate.
b) Each label shall contain encoded data for the Stock Number.
