OVERHAUL DESCRIPTION
FOR OFFICIAL USE ONLY
ITEM NAME ACCUMULATOR,HYDRAULIC

USED ON TWIN POINT DAVITS
Items as received by the contractor must be complete and of the proper cited part number. Discrepancies shall be reported to the Coast Guard Contracting Officer.
OVERHAUL REQUIREMENTS:
1.0 Scope: This description covers the requirements for contractor inspection, estimate, and replace the internal bladder of the following accumulator.

Item Name: Accumulator, Hydraulic Welin-Lambie (W-L) P/N: 885-02012, Application: 210, 270 WMEC, 378 WHEC Dual Point Davit.
Original Equipment Manufacturer (OEM): Fawcett-Christie P/N: 5426A-00-204 c/w 50042-V10.
1.1 Rated operating parameters: Capacity 54 liters, maximum working pressure 207 bar, operating temperature range -40 C to +40 C, low temperature nitrile bladder type. Includes gas valve W-L P/N 885-02061 , bleed valve W-L P/N 885-02072, burst disc W-L P/N 885-02073, adaptor W-L P/N 885-02051 fluid end.
Note: Accumulator is not supplied with the Accumulator Charging Kit which includes accumulator charging valve W-L P/N 885-02043, adapter W-L P/N 885- 02044, charging hose W-L P/N 885-02045, US adapter 885-02052 which is used in discharging and charging the above application. Note: The hydraulic fittings are British Standard Pipe (BSP) Thread.
1.2 Contractor shall immediately notify the Coast Guard Contracting Officer if the make and/or model delivered for overhaul does not conform to the accumulator unit cited in section 1.0 above.
1.3 The overhaul requirements described herein are considered minimum and are not intended to replace any procedures, controls, examinations, or tests normally employed by the contractor to assure the quality of the product.
Overhaul of the accumulator is intended to return the accumulator to its original performance and appearance to a like new condition.
2.0 Applicable Documents:
a) TP-3943, section 583 A, Technical Publication for the Twin Pivot Arm Davit.
b) The Steel Structure Painting Council, SSPC-SP 10, 2007.01.01, Near-white metal blast cleaning.
c) ANSI/NCSL Z540.3, 2006.08.03 (R2013) General Requirements for calibration laboratories and Measuring and Test Equipment.
d) SAE AMS-STD-595A, Colors Used In Government Procurement
e) COMDINST M10360.3D Coating and Color Manual
f) SFLC Standard Specification 6310, Requirements for Preservation of Ship Structures.

2.1 Order of precedence in the event of a conflict between the text of this statement of work and the references cited herein, this statement of work shall take precedence.
3.0 Requirements: The contractor shall provide all labor and materials to perform overhaul services on the hydraulic accumulator. Overhaul services shall cover the entire accumulator.
3.1 Accumulator disassembly, inspections and assembly shall be conducted in accordance with reference 2.0 a, appendices G, H, I to determine total estimated cost of overhaul. The shipping container shall be inspected for possible re-use and addressed in the inspection report as to its condition or need for replacement. A detailed estimate including material, labor, testing, preservation, packaging and marking costs shall be submitted to the Coast Guard Contracting Officer for review and approval prior to the start of any repair or order of material.
3.2 Replacement Parts: All replacement parts used in the overhaul shall be new original equipment manufacturer (OEM) parts. The CG will provide the bladder kits for the replacement NSN: 2090-99-667-2901. Reclaimed, recycled or aftermarket parts are not acceptable and shall not be used.
3.2.1 Label Plates: Remove any label plates and replace at the conclusion of painting. Label plates shall be renewed if the original plate is not legible or in poor condition. Label plate shall contain accumulator make, model and serial numbers as well as all accumulator performance information as a minimum requirement.
3.3 Disposition: The Coast Guard shall determine the disposition of any accumulator delivered for repair that is found to be not suitable for repair for whatever reason.
3.4 Paint Removal: Removal of existing paint shall be accomplished in accordance with reference 2.0 b. Equal means of paint removal is acceptable where power tool cleaning may pose a risk of damage to internal components.
3.5 Paint application: The surfaces shall be cleaned and prepared to promote paint adherence in accordance with the paint manufacture recommendations.
The equipment shall. All metal surfaces of the accumulator intended for paint shall be painted with a Polysiloxane paint system. The paint shall be the color "SPAR" color number 10371 in accordance with COMDINST M10360.3D & FED STD 595C. The paint shall meet the requirements of SFLC Standard Specification 6310.
3.5.1 The contractor shall maintain documentation of the paint type, color and application. Records shall be made available upon request.
3.6 Test Requirements:
3.6.1 Testing: After completion of overhaul, the contractor shall provide all materials and equipment to conduct and record the results of the following test. All tests shall be witnessed by a Coast Guard Quality Assurance Representative (QAR). Any failure of the below test, shall be investigated, repaired and re-tested as necessary until a successful test is achieved.
3.6.2 Pressure Test: To ensure the accumulator performs at the required pressure the accumulator will be pressurized with the pre-charge to 1223 PSI (85 BAR) using procedure in 2 a paragraph 4.6.3, 4.6.4. Then pressurized

3.6 Test Requirements:
3.6.1 Testing: After completion of overhaul, the contractor shall provide all materials and equipment to conduct and record the results of the following test. All tests shall be witnessed by a Coast Guard Quality Assurance Representative (QAR). Any failure of the below test, shall be investigated, repaired and re-tested as necessary until a successful test is achieved.
3.6.2 Pressure Test: To ensure the accumulator performs at the required pressure the accumulator will be pressurized with the pre-charge to 1223 PSI (85 BAR) using procedure in 2 a paragraph 4.6.3, 4.6.4. Then pressurized using hydraulic fluid to 3000 PSI (207 BAR). The pressure shall be held for 10 minutes with less than 1% pressure loss. After the test the accumulator will have the hydraulic fluid drained and the bladder discharged. Contractor shall investigate any questionable test results and correct as necessary.
3.6.3 Test Report: Test results shall be documented on a report. A copy of the test report shall be packed with the accumulator and a copy shall be turned over to the Coast Guard QAR. Report shall contain the following information as a minimum:
a. Contractor name.
b. Contract number.
c. Accumulator Model & Serial Numbers
d. Date of test.
e. Description of each test conducted and results of each test.
f. Name of the person conducting the testing.
3.7 Calibration: All test equipment shall be calibrated and have a current calibration sticker. Calibration shall be traceable to the National Institute of Standards Technology (NIST).
3.8 Assembly: Overhauled accumulator shall be delivered to the Coast Guard completely assembled and ready for installation. Contractor shall preserve, package and mark each accumulator in accordance with section 5 below.
3.9 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractors facility prior to the Coast Guards acceptance of the contracted items. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
3.10 Notifications & Inspections: The contractor shall notify the Coast Guard Contract Administrator, at least seven (7) days prior to the scheduled commencement of any inspections required by this statement of work.
4.0 Quality Assurance:
4.1 General: The Contractor is responsible for the conformance and overall quality of each item offered to the Coast Guard for acceptance or approval.
Prior to notifying the contracting Officer to request QAR inspections, the contractor shall conduct a pre-inspection of all test to assure all requirements have been meet.
4.2 Inspections & Tests: The inspections & tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following tests are required to be verified by a Coast Guard
QAR:
a) Test requirements, verify accumulator operational test, see paragraph 3.6.
b) Paint thickness by use of certified gage, see paragraph 3.5.
c) Verification of packaging and marking, see paragraph 5.0.
4.3 Calibration System: The Contractor shall be required to maintain a test equipment calibration program in compliance with reference 2.0c. The program shall be documented and traceable to NIST. The calibration system records shall be maintained for inspection for the duration of any contract referencing this specification
4.4 Test & Inspection Reports: A copy of any standard contractor test or inspection report shall be turned over to the Coast Guard Q.A. Inspector upon his arrival at the contractor's plant.
4.5 Warranty: Contractor's standard warranty applies.
5.0 Preservation, Packaging, and Marking:
5.1 Preservation: The overhauled accumulator is intended for warehouse storage and not for immediate installation. Therefore, it is critical that the contractor ensures that the overhauled accumulator undergo the below preservation requirements:
a) Accumulator shall be drained of and dried of all test fluid.
b) All port openings shall have plastic caps installed.
c) The accumulator shaft shall be wrapped in thin foam wrap prior to installing in container.
5.2 Packaging: Each accumulator shall be individually packaged in its own fully enclosed wooden container. In the case where the existing container is not suitable for re-use, the replacement container shall be of a skid base type with an enclosure consisting of four sides and top that attaches to the skid and assembled with stainless steel wood screws. Accumulator shall be bolted to the skid to prevent the accumulator from shifting. Container shall be capable of protecting the accumulator from damage during multiple shipments by commercial carrier.
5.3 Marking: Shipping container shall be stenciled with black enamel paint with the information below. Stencil shall be applied directly on two opposite sides and be 3/4 inch minimum height black characters on a white painted background. NOTE: ALL PREVIOUS MARKINGS AND / OR QUALITY ASSURANCE
DECALS SHALL BE COMPLETELY PAINTED OVER IN WHITE ENAMEL PRIOR TO THE
APPLICATION OF ANY NEW MARKINGS. The following information shall be included in the markings:

5.3.1 BAR CODING: The above 13 digit stock number above shall also be bar using hydraulic fluid to 3000 PSI (207 BAR). The pressure shall be held for 10 minutes with less than 1% pressure loss. After the test the accumulator will have the hydraulic fluid drained and the bladder discharged. Contractor shall investigate any questionable test results and correct as necessary.
3.6.3 Test Report: Test results shall be documented on a report. A copy of the test report shall be packed with the accumulator and a copy shall be turned over to the Coast Guard QAR. Report shall contain the following information as a minimum:
a. Contractor name.
b. Contract number.
c. Accumulator Model & Serial Numbers
d. Date of test.
e. Description of each test conducted and results of each test.
f. Name of the person conducting the testing.

WARRANTY:
A. Standard Manufacturer's Warranty
X B. Item being repaired as an "onboard repair" or a "system stock" item and will be put into inventory. NOT FOR IMMEDIATE INSTALLATION.
Contractor must guarantee item against defects that lead to failure for
90 days after installation for a period of up to two (2) years after delivery to Coast Guard.
GOVERNMENT ACCEPTANCE:
Acceptance will be made at destination by a Government representative.
Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
PACKAGING AND MARKING FOR SHIPMENT:
X A. Each unit shall be packed individually in it's own wooden box which shall be capable of providing adequate protection to the item during multiple shipments. Mark each box in legible black print lettering with the following information:
