SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED

VALUE, AND DELIVERY REQUIREMENTS

NFPC currently owns three (3) skid steer loaders and three (3) hammer attachments.

Below are the following serial numbers for the units.

SR240, NKM459260

SR240, NKM459245

SR240, NKM459261

3MB, 14923-Hammer 3MB, 14926-Hammer 3MB, 14918-Hammer

NFPC requires preventive and corrective maintenance of the three (3) skid steer loaders and all three (3) hammer attachments throughout the period of performance.

The total estimated cost is $32,733.89. The Government intends to procure this requirement through Eagle Power And Equipment Corp. (CAGE: 3FB96). The period of performance is one (1) year.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE

ACQUISITION

NFPC requires an authorized CASE Construction representative to properly repair the CASE skid steer loaders. CASE referred Eagle Power and Equipment Corp. as a regional authorized manufacturer for NFPC.

Since Eagle Power and Equipment Corp. is the regional authorized manufacturer for NFPC, they would have access to the technical and engineering documents to properly repair the skid steer loaders. No other source would have these original documents to be able to perform the repairs.

Failure to utilize Eagle Power and Equipment Corp. may cause irreparable damage to the skid steer loaders as 3rd party vendors may not possess the knowledge to perform the repair. Damage to the skid steer loaders may cause a negative impact to NFPC’s ability to perform its mission.

3. MARKET SURVEY

The Government will continue to research the market to see if a 3rd party vendor can provide repairs to the CASE skid steer loaders. If another source provides adequate evidence that they can perform the training to the level of the OEM, they shall be considered for any future procurements.
