STATEMENT OF WORK

Canvas X Pro - OFFLINE Standalone Licenses (QTY: 10) 18 October 2021

1.0 SCOPE

Canvas has long been known to DADMS records as a multipurpose CAD/CAM and general purpose technical graphics processing, file translating and publishing tool capable of handling many file formats, now with tailorable security features and upgraded engineering data processing features.

VSYSCOM RDT&E Lab 206 (Ordnance Electronics Integration) historically uses prior Canvas releases for implementing reverse engineering actions on legacy systems, as well as new designs within a secure computing environment. At times this requires processing old CAD/CAM files, raster graphics, and robust 2D/3D drawings' import/export capability across multiple file formats. Canvas delivers this technical documentation compatibility enablement without the special training needs or enterprise infrastructure of networked CAD/CAM tools.

Canvas X Pro is an upgrade to the RDT&E Lab 206-installed Canvas X 2018+GIS (DADMS 107643) tool consistent with Federal Information Security Management Act (FISMA; Public Law 107-347) cybersecurity requirements and technical refresh planning for RDT&E PIT_U assets. Former Canvas purchases were awarded to Deneba or ACD Systems, Inc.; CanvasGFX, Inc. split off from ACD independently circa 2019. NDAA (2019) Sec. 889: Canvas in all versions has been made in the USA.

2.0 PURPOSE

Canvas X Pro is the successor general purpose computer-aided design (CAD) software tool used to merge legacy DoD engineering technical data packages with new engineering designs, or compose new designs using methods merging vector and raster graphics formats. Canvas in all versions also serves as a highly robust document format translator.

Canvas X Pro will be used by VSYSCOM RDT&E Lab 206 to support the design and development of various engineering efforts across NSWC Code E34 as well as other branches in Energetics Division E3, including: Airborne Low Frequency Sonar (ALFS) modernization at the Seneca Lake Sonar Test Facility, Standard Missile Special Test Equipment (STE) development and support, SLMM ‘Green Box’ design and development for MERDAL, and the ESSM Post Launch Simulator design and development.

3.0 REQUIREMENTS

Most graphics processing software handles either CAD/CAM vector formats or raster photo editing formats as exclusive tools. Others are dedicated for web or desktop publishing. Canvas X Pro, like prior versions of Canvas, merges all these capabilities plus 3D CAD/CAM extensions into one tool. DADMS Functional Area Managers' business case analysis has long identified the Canvas product line as a viable replacement for several other software tools which collectively do what Canvas does under a more cost-effective license agreement without annual maintenance charges.

4.0 COST

The total cost of this procurement is $16,790.00 for 10 licenses (Canvas X Pro – OFFLINE).

5.0 PERIOD OF PERFORMANCE

The base period of performance will be 3 years from date of award.

6.0 PLACE OF PERFORMANCE

The place of performance shall be Naval Surface Warfare Center Indian Head Division, Building 435, VSYSCOM RDT&E Lab 206, Room 208.
