JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SOURCE SELECTION INFORMATION SEE FAR 2.101 AND 3.104
1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment (C&E) Supply Chain, is the contracting activity.
2. The action being approved is the ability to solicit for supplies on an other than full and open competition basis.
3. Following are the supplies required to meet DLA’s needs:
Item Description: Gage Set, Cannon Bore National Stock Number (NSN): 5280-01-673-4904 Manufacturer/Supplier Part Number (P/N): Zistos Corporation; P/N GBC-BM-A-KIT Quantity: Annual Estimated Quantity 118 Kit (KT) Estimated Unit Price: $12,500.00 Each Estimated Total Dollar Value: $7,375,000.00 (one (1) one-year base and four (one)-year options)
4. The applicable statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 13.501(a), Sole Source Acquisition.
5. The use of this authority is necessary because Zistos Corporation is the only known approved source of the subject Cannon Bore Gage Set that meets the needs of the Government. This item is an accessory to Zistos Corporation’s large bore Video Boroscope system. When used in conjunction with this system, this item is used to measure and inspect the wear and integrity of the tube on a wide array of heavy weapons, such as mortars, tank cannon tubes, howitzers, etc.
The kit has attachments, which mount to a center pole and run down the bore checking for variations, warps, and general size measured to thousandths attachments of an inch. Additionally, it has a borescope function that provides an extremely detailed display, allowing an inspector to visually check the tube for cracks, chips, and overall tube appearance. Although there are other companies that make bore measuring tools, such as Dyer Gauge’s 230 series, it only measures
9.06 inches deep. Additionally, it does not offer a built-in borescope. Zistos Corporation’s design is the only known set of its kind that measures in the 72-inch depth and detail that the military requires.
This NSN is a modified commercial item. The research for the product design and development of this bore measurement product was initiated in 2014, and Zistos Corporation stated they began this product development effort based on the potential demand for both the military and commercial applications of this design. The Video Boroscope system, to which this is an accessory, was created for non-commercial and commercial purposes as well. As previously stated, this design can be used to inspect and measure the interior tube of artillery, cannons, and mortars when used in conjunction with the Zistos large bore inspection system. The same system with minor modifications can be used to inspect and measure the bore interior in many industrial applications where the interior conditions and dimensions are critical to proper performance. One example of a commercial application for this technology involves this system’s use as a tool to inspect and measure the internal diameter of a large hydraulic cylinder. Large hydraulic cylinders are utilized on aircraft landing gear, large earth moving vehicles, cranes, mining equipment and many other applications. Hydraulic cylinders frequently require servicing that involves rebuilding and inspection for internal defects on the inner surface, as well as unwanted variations to critical internal diameter dimensions. This system was designed with this commercial application and the non-commercial inspection application in mind.

6. The proposed acquisition will be synopsized in Contract Opportunities. In addition, this J&A will be posted with the solicitation in accordance with FAR 6.305(c).
7. As the contracting officer, I hereby determine the anticipated cost to the Government will be fair and reasonable based on price analysis techniques in accordance with FAR 15.404-1(b)(2), specifically comparison to historical prices, adjusted accordingly. Previous prices were determined fair and reasonable based on an identical previous price paid for this item sold by Zistos Corporation to U.S. Army entities.
8. Market research was conducted in April of 2020. A Sources Sought notice was posted to Contract Opportunities on April 21, 2020 for thirty (30) days with no responses received. A Market Research Survey was provided to Zistos Corporation, as they are the only known approved source for this NSN. Internet searches to find other sources were unsuccessful.
9. There are no other facts supporting the use of this authority.
10. Zistos Corporation is the only source expressing an interest in this acquisition.
11. Procurement Notes M06, Evaluation of Offers for Part Numbered Items and L04, Offers for Part Numbered Items will be included in the solicitation, encouraging the submission of offers for alternate products. Any alternate offers received will be forwarded to the Product Specialist for evaluation and approval.
