Subj: SOLE SOURCE JUSTIFICATION FOR PURCHASE OF TRIMECH PDM DATA MIGRATION

PROFESSIONAL AND CONSULTING SERVICES

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price (FFP) purchase order, on a sole source basis, to TriMech doing business as (DBA) TriMech Solutions LLC, 4991 Lake Brook Dr Suite 300, Glen Allen, VA 23060 for Solidworks Product Data Management (PDM) Data Migration Professional and Consulting services for the Textron/NSWC PCD Landing Craft Air Cushion 100 (LCAC 100) data migration project. The US Navy has a requirement to receive SOLIDWORKS 3D and 2D data from the prime contractor (Textron) for the LCAC 100 craft design. TriMech will assist by migrating the project-specific data from Textron’s PDM server to NSWC PCD’s Hull, Mechanical & Electrical (HM&E) PDM server. TriMech will perform the following services:

A. Assess and document the contents of the Textron PDM server.

B. Evaluate and create the criteria for validation of LCAC 100 project-specific data. Work with both

Textron and NSWC PCD to create an “agreed-upon, LCAC 100 project-specific” dataset to be migrated.

C. Perform a one-time clone of the LCAC 100 project-specific Textron data.

D. Migrate the data mentioned in Item C onto NSWC PCD’s HM&E PDM server.

E. Assess and document the scope of work required to create a software tool for automating data backups between Textron’s configuration management software and NSWC PCD’s PDM server.

NSWC PCD would like to obtain a one-time clone of Textron’s LCAC 100 PDM data (not to include any other non- LCAC 100-related project data) to include all iterations and revisions of parts, assemblies, drawings and library components common to multiple craft (ex: hardware, connectors, commercial off the shelf (COTS) items) as well as all engineering orders (EOs) and quality notification (QN) dispositions as indicated in the Textron “SolidWorks User’s Guide for Ship to Shore Connector (SSC)” document (7870-977010 Rev A) Section 9.0 (“the as-built product model is represented by the as-designed craft master model (CMM) plus the released Substitution EOs, Repair EOs, and QN Dispositions”).

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.

2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

10 U.S.C. 2304(c) (1) -- Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1: The NSWC PCD Air Cushion Vehicle (ACV) Branch, Code E34, has requirements for the support of Naval Sea Systems Command (NAVSEA) by performing necessary ISEA tasking for the LCAC 100 program. The ISEA has determined the great need to obtain these linked models and drawings from the prime contractor’s PDM and have it replicated into NSWC PCD’s PDM to ensure all current and future craft configurations and engineering workflow processes for LCAC 100 will be properly configuration managed. The PDM data migration of LCAC 100 data from Textron to NSWC PCD is a highly specialized effort.

Solidworks PDM was originally developed by Dassault Systèmes who owns the software platform “Solidworks.”

Dassault Systèmes operates its business through a series of distributors who license/sell their products while simultaneously offering technical support services for those activities. TriMech Solutions LLC is one of the main distributors for Dassault Systèmes. TriMech is currently under contract with the NSWC PCD for the purpose of licensing engineering support products, curating data storage and providing technical support. The scope of NSWC PCD’s contract, N6133118A0004 does not cover the requirements of LCAC HM&E. However, LCAC HM&E is targeting TriMech for the PDM services listed above since both Textron and NSWC PCD already utilize their distribution and technical support services.

Thus, with the need to have linked models and drawings replicated from the prime contractor (Textron), NSWC PCD’s current contract for technical support services, and the fact that both entities utilizing TriMech’s services, it has been determined that a sole source justification for this effort and all its corresponding requirements makes TriMech Solutions LLC the required vendor.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

This requirement will be synopsized on SAM per FAR 5.2. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above to substitute any other vendor.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, TriMech Solutions LLC is the only qualified vendor with the resources and access needed to perform the PDM data migration.
