Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE CABLE REEVING MACHINE

FROM REEL POWER (ERP# 1301071186)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a sole source basis, to Reel Power Industrial, 5101 S Council Rd Suite 100, Oklahoma City, OK 73179 for the acquisition of a cable re-reeving machine to support the Unmanned Surface Vehicle (USV) program. Cable reels hold conductive cable or lifting cable and are used for storage, unwinding, and winding. Contacts on electric cable reels keep the power on while winding. The reeving machine will be acquired to allow live connections, allowing the use of the electrical cable while still on the reel.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The following items are being acquired:

Re-Reeving Machine Model RR5 1 Shipping (Includes Framing) 1 Lot

This acquisition will be conducted using simplified acquisition procedure. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY23 Other Procurement Navy (OPN) funds.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).

Pursuant to Far 6.302-1, this procurement is sole source for the following reasons. This equipment is being acquired to replace existing equipment that is no longer serviceable and cannot be repaired. The reeving machine being acquired is manufactured exclusively by Reel Power Industrial. This is the only reeving machine on the market that is capable of providing the required torque, the 5,000 lbs of cable, and handling the 48” diameter reels necessary to meet the requirements of the cable for the USV system. These functions are critical when interfacing with Influence Sweep Payload Winch on or off the MCM USV Craft. This re-reeving machinery is specifically designed for replacing wire rope on shore and offshore cranes. The machine winds up the old wire rope onto a spool for disposal, then pays out new wire rope with back tension from a reel to crane. The Re-Reever provides tension controlled pay-out and re-spooling for boom hoist and main lift line to ensure safe operations. In summary, this the ONLY re-reeving machine that will meet the needs of the USV program

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Reel Power Industrial is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov because it is estimated greater than $25,000.00.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Reel Power Industrial is the only source that can meet this requirement.
