This contractor will analyze, modernize, and migrate applications to authorized cloud environments across the four cloud service providers. All task orders will be five-year orders off the GSA MAS SIN 518210C.

1. Introduction

The Cloud One Program Management Office (PMO) is publishing a notice for the follow-on efforts, Cloud One Next (C1N). The Government team received approval on the C1N acquisition strategy and wants to share high level details with industry.

2. Cloud One Next Acquisition Overview

The Cloud One PMO will NOT be rebranding and will retain the name Cloud One. The Cloud One follow-on efforts collectively known as, C1N, are planned to be composed of three different acquisitions to enable the Cloud One capabilities. The three opportunities for industry participation will be competed through General Services Administration (GSA) Multiple Award Schedule (MAS) Special Item Number (SIN) 518210C and include:

2.1 USAF Cloud Service Provider (CSP) Reseller & Software Management Overview: The Contractor would provide multi-cloud management services across the four Cloud Service Providers (CSPs) Cloud One supports (Amazon Web Services, Microsoft Azure, Oracle Cloud Infrastructure, and Google Cloud Platform). These services include tasks such as reselling Cloud Service Offerings (CSOs) at Impact Levels (IL) 2, 4/5, and 6, account provisioning, and billing and account management. Additionally, the Contractor would be handling the procurement of edge devices and the software licenses supporting the Cloud One common shared services.

Notional Timeline:

• Solicitation Release – Q3 FY24

• Award – Q4 FY24

Contract Vehicle: A single award Task Order off the GSA MAS SIN 518210C. A five-year Period of Performance with a 1-year base and 4 1-year options.

2.2 USAF Cloud One Next Architecture and Common Shared Services (ACSS) Overview: The Contractor would maintain and modernize the Cloud One architecture and maintain and expand the common shared services across the four CSPs Cloud One supports (Amazon Web Services, Microsoft Azure, Oracle Cloud Infrastructure, and Google Cloud Platform). The Contractor should also be prepared to maintain, operate, and modernize the Digital Platform as a Service (DPaaS) capability hosted in Cloud One.

• Award Goal – Q4 FY24

Contract Vehicle: A single award Task Order of the GSA MAS SIN 518210C. A five-year Period of Performance with a 1-year base and 4 1-year options.

2.3 USAF Enterprise Application Modernization and Migration

Overview: The Contractor would perform application analyses for both individual applications and portfolios of applications and modernize and migrate those applications in DOD authorized IL 2, 4/5, and 6 cloud environments across the four CSPs Cloud One supports (Amazon Web Services, Microsoft Azure, Oracle Cloud Infrastructure, and Google Cloud Platform). The Contractor should be prepared to handle migrations themselves, delegate workloads to subcontractors or team members working with the prime or team lead, support the migrations of application owners who bring their own third-party contractor, and vector workloads to existing DoD software factories who can perform the work. The Contractor should be able to avoid creating a bottleneck to accelerate cloud adoption in accordance with the Air Force Chief Information Officer’s vision.
