This is a Statement of Work (SOW) for liquid nitrogen delivery services to the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), U.S. Horticultural Research Laboratory (USHRL) located in Fort Pierce, Florida. The contract is structured as a Base period plus four Option Years, with the Base Period running from July 15, 2026 through July 14, 2027.
Scope and Service Requirements
The Contractor/Vendor must provide commercially consumable, high-purity laboratory-grade liquid nitrogen (99% pure at time of certification) to fill a 500-gallon tank owned by Air Gas USA LLC. Key requirements include: supplying and maintaining a telemetry system for remote tank level monitoring and delivery scheduling; providing proof of deliveries with real-time tank level viewing and historical usage reports; performing periodic inspection and maintenance of the tank, telemetry, evaporative coolers, pressure relief valves, and auxiliary safety components; maintaining the tank and components in leak-free condition; compensating the Government for any nitrogen loss due to negligent maintenance; submitting monthly detailed invoices for bulk nitrogen deliveries; and providing a fixed monthly price for tank and telemetry rental. The Contractor/Vendor must also furnish Safety Data Sheets in accordance with applicable safety requirements.
Contractor Qualifications and Operational Requirements
The Contractor/Vendor must demonstrate thorough understanding of manufacturing, processing, and transporting liquid nitrogen in compliance with Federal, State, County, and City regulations. All labeling must comply with Department of Transportation (DOT) regulations. Drivers/suppliers must be licensed under DOT regulations with a minimum of three continuous years' experience transporting and supplying liquid nitrogen and possess current state licenses or certificates. The Contractor/Vendor must be capable of remotely monitoring nitrogen levels, will be provided a 6-digit security code for facility access limited to the north vehicle gate during the service term, and must make emergency deliveries within 24 hours at no additional cost and respond to catastrophic emergencies within one hour. The Contractor/Vendor is responsible for obtaining all required permits and certifications at no cost to the Government.

STATEMENT OF WORK
LIQUID NITROGEN DELIVERY
US Department of Agriculture Agricultural Research Service
US Horticultural Research Laboratory 2001 South Rock Road Fort Pierce, FL 34945
The US Department of Agriculture (USDA), Agricultural Research Service (ARS), U.S Horticultural Research Laboratory (USHRL) is in need of a single Contractor/Vendor who can provide materials, equipment, supervision, transportation, labor, work plans, and schedules to assure effective performance and to provide commercially consumable high purity and high quality laboratory grade liquid nitrogen requirement to US Horticultural Research Laboratory located at 2001 South Rock Road, Fort Pierce, FL 34945.
Bulk liquid nitrogen needed to prepare the regulatory samples and to operate laboratory scientific research accordingly.
Th Period of Performance
1. SCOPE OF LIQUID NITROGEN SERVICES:
The term under this contract is for the Contractor/Vendor to provide liquid nitrogen to fill the 500-gallon liquid nitrogen tank owned by Air Gas USA LLC which supports the main research building.
The following minimum requirements needed for the successful performance of work:
a. Liquid nitrogen grade shall be 99% pure at time of testing/certification prior to delivery into the in-line system. Submit product grade certification from the manufacturing/processing plant.
b. Contractor/Vendor shall supply and maintain the telemetry system measuring the fill level remotely and scheduling deliveries to sustained constant need of liquid nitrogen and constant flow of nitrogen gas based on the usage.
c. The Contractor/Vendor shall provide the Government proof of deliveries allowing real time viewing of the tank level and generation reports detailing the historic usage and fill events.
d. As part of the tank and telemetry agreement, Contractor/Vendor shall be responsible for the periodic inspection and maintenance of their own tank, telemetry, evaporative coolers, pressure relief valves, cleanliness of the tank, and other auxiliary safety components of the tank.
d.1. The tank and other auxiliary components must be leak free at all times.
d.2. With any discovered leak on the liquid nitrogen leak, location must be compensated for loss of liquid nitrogen due to negligence in maintaining the tank, telemetry, evaporative coils, pressure relief valves, and other auxiliary safety components.
e. Contractor/Vendor shall provide a monthly detailed invoice for the bulk liquid nitrogen deliveries.
f. Contractor/Vendor shall provide a monthly fixed price for the tank and telemetry rental.
g. Contractor/Vendor to furnish Safety Data Sheets in accordance with the safety requirements.
2. CONTRACTOR QUALIFICATIONS
a. The Contractor/Vendor firm must have a thorough understanding of manufacturing, process, transporting liquid nitrogen according to the Federal, State, County and or City laws, regulations, and ordinances.
b. All labelling shall comply with Dept. of Transportations (DOT) regulations.
c. Contractor/Vendor driver/supplier who will be conducting the assigned task must be licensed to transport and handle liquid nitrogen in compliance with the Dept. Of Transportation (DOT) regulations.
d. Contractor/Vendor driver/supplier to have a minimum of three (3) continuous years’ experience transporting and supplying liquid nitrogen.
e. Contractor/Vendor’s driver/supplier must carry current state licenses and or certificates to perform the assigned tasks.
f. Contractor/Vendor shall be able to remotely monitor and manage the levels of liquid nitrogen.
i. Contractor/Vendor shall be given a 6-digit security code for unlimited access to the facility to be able to deliver the product at any given time.
ii. Security access code is strictly limited to open the north vehicle gate effective during the term of the service agreement.
iii. For security and safety of the location’s physical asset, access code must only be use by an authorized member of Air Gas USA LLC logistics’ team.
iv. Location has the right to validate entry and delivery of the product.
v. Contractor/Vendor shall be available to make emergency deliveries completed within 24 hours period after Government notification at no additional cost.
vi. Contractor/Vendor shall have emergency contact information and respond in less than one (1) hour in case of a catastrophic or emergency(s).
g. Contractor/Vendor shall be responsible for all the permits and certifications required to operate the liquid nitrogen tank at no cost to the Government.
