About this file
This is a Sole Source/Brand Name Justification memorandum for an acquisition under the Simplified Acquisition Threshold (SAT) for human injury risk simulations and analyses. The document justifies awarding a sole source contract to Southwest Research Institute (SwRI) located in San Antonio, TX.
The requirement is for a one-year service contract to perform human injury risk simulations and analyses using SwRI's I-PREDICT (Incapacitation Prediction for Readiness in Expeditionary Domains) tool to assess submarine personnel injury risks from accelerative deck loading. SwRI is justified as the sole source because they are the only organization with experience using I-PREDICT, which the Office of Naval Research has invested $30M to develop since 2018. The justification notes that awarding to another contractor would result in substantial cost duplication and delays, as SwRI has unique expertise in applying I-PREDICT to seated personnel configurations needed for submarine applications. The Naval Surface Warfare Center Carderock Division (NSWCCD) is the contracting organization, and the work supports Office of Naval Research (ONR) and NAVSEA programs.

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 4 Template Effective November 2023
1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment
Manufacturer (OEM).
3. Other Reasons:
B. SOLE SOURCE (select all that apply)
1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. Other Reasons:
The Southwest Research Institute (SwRI) has been working with the Office of Naval Research to develop the Incapacitation Prediction for Readiness in Expeditionary Domains: an Integrated Computational Tool (I- PREDICT). The Naval Air Systems Command (NAVAIR) have used I-PREDICT in order to increase survivability. The information produced by the SwRI will used to define the arrangement and construction requirements.
SwRI is the only lab/private business that has experience with I-PREDICT.
The SSNX Personnel Injury Assessment’s main focus will be on impact biomechanics and how to prevent it.
A number of personnel on both submarine platforms will be seated and currently I-PREDICT focuses on seated individuals; which is applicable to what is necessary to complete the SSNX Personnel Injury Assessment.
An award to any company/laboratory other than SwRI would result in (a) substantial duplication of costs to the US Navy which would not be recovered through competition, (b) SwRI’s previous DoD experience would be pertinent to this effort and another company/laboratory’s experience would not be directly comparable, and (c) unacceptable delays in the completion of material selection efforts in support of the Office of Naval Research (ONR) and other NAVSEA program offices as previously state. Since 2018, Office of Naval Research has invested $30M to develop and maintain I-PREDICT. SwRI is the only contractor that has access and in-depth knowledge of I-PREDICT. Significant amount of time would be needed for an additional contractor to be stood up to develop I-PREDICT, which could affect the survivability and mission capability of SSNX. If this is not awarded as a sole sourced procurement, substantial duplication of costs to the US Navy, which would not be recovered through competition, would take place.
