Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: The Department of Veterans Affairs, Veterans Integrated Service

Network (VISN) 10, Louis Stokes Cleveland VAMC (CLE VAMC) Network Contracting Office

(NCO) 10.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Network Contracting Office (NCO) 10 intends to award a new firm-fixed-price, brand-name purchase order to an authorized distributor of Stryker for ProCuity Hospital Beds..

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Per FAR 11.105—Items peculiar to one manufacturer— and FAR 12.4—Unique Requirements Regarding Terms and Conditions for Commercial

Items—Stryker is uniquely qualified to provide the ProCuity Hospital Beds.

1. IsoTour surface technology, designed to provide continuous low-air-loss and rotational therapy, helping reduce the risk of pressure injuries and improving patient comfort for long-term or ICU use.

2. Ergonomic design, with the bed frame and controls optimized for both patient mobility and caregiver efficiency, reducing strain during repositioning or treatment.

3. Smart bed features, including integrated sensors and alerts that monitor patient position, weight, and movement to support safety and clinical decision-making.

4. Customizable for multiple care settings, suitable for MedSurg, step-down units, and ICU, with adjustable height, Trendelenburg/reverse Trendelenburg positions, and side rails for safety.

5. Enhanced mobility and transport, with smooth, powered or manual adjustment features allowing easier movement of the bed within the hospital while maintaining patient safety.

6. Durable, infection-control-friendly materials, with surfaces designed for easy cleaning and resistance to wear from frequent use in clinical settings.

7. Authorized distributor support, with TrillaMed LLC and Beacon Point Associates as approved distributors, ensuring that maintenance, spare parts, or warranty services come from trained and certified sources.

These characteristics make the ProCuity bed a high-performance, patient-centric, and clinically versatile solution compared with standard hospital beds.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer to determine if there were other vendors capable of providing ProCuity Hospital Beds that meet CLE VAMC's specific requirements. The following sources were reviewed:

The OEM, Stryker, a large business, was contacted to receive a list of authorized distributors, with a concentration on SDVOSB and VOSB-authorized distributors. The OEM stated that they currently do use TrillaMed LLC and Beacon Point Associates.

GSA eLibrary, ECAT, SAM.gov, Interagency Contract Directories, NAC, FPDS, SCMC, MSVP, BIC and FDA:

The Nonmanufacturer Rule (NMR) applies to this procurement under NAICS 339113 and SBA has not issued a waiver. The VA Rule of Two cannot be met due to not having an NMR waiver. The SBA Rule of Two can be met with the SDVOSB authorized distributors. This will be competed, brand name, small business set-aside.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106- 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Per FAR 13.106-3(a)(2)(ii), price reasonableness will be based on comparison of proposed prices with prices found reasonable on previous purchases using FPDS.
