About this file
This document is a justification for a sole source award of a federal construction contract. The Department of Veterans Affairs awarded Strategic Industry, Inc. a firm-fixed price contract valued at $333,8360.90 to replace an obsolete 500-ton absorption chiller at the VA San Diego Healthcare System. The justification cites the statutory authority to directly contract with a service-disabled veteran-owned small business. Market research identified Strategic Industry as the only verified SDVOSB that could complete a project of similar size, scope, and complexity within the exceptionally short timeframe required. The contractor's past performance on similar projects for the agency demonstrated its ability and experience. The contracting officer determined the anticipated cost to be fair and reasonable based on a comparison to an independent government cost estimate. The sole source award was approved by officials at the Network Contracting Office, Regional Procurement Office West, and Veterans Health Administration.
