WaveMark Inventory Management System Control Number VA-22-00003678 requirements identified in the table presented in section 8 below. WaveMark owns the code for the product library and does not provide access to that code to other vendors. Therefore, only WaveMark can provide the software, hardware, and services to integrate the existing WaveMark Cath and EP infrastructure with DMLSS.
Based on market research, as described in detail in paragraph 8 of this document, and due to the proprietary nature of WaveMark’s POU system, VA technical experts determined that no other POU contractor is capable of providing WaveMark POU integration with DMLSS, nor are there any resellers of WaveMark products or services. As such, WaveMark is the only vendor that can meet interoperability and compatibility efforts with VA’s existing material management infrastructure and future material management infrastructure to support a DMLSS Enterprise Supply Chain modernization.
WaveMark is the only solution that has capability for a direct interface to DMLSS which will ensure continued automated medical supply inventory management after transition from the VA’s legacy material management system, specifically Veterans Information Systems and Technology Architecture (VistA) Generic Inventory Package (GIP) to DMLSS/LogiCole. Due to the proprietary nature of the WaveMark Point of Use (POU) system, no other POU contractor is capable of providing WaveMark integration with DMLSS. As such, WaveMark is the only vendor that can meet interoperability and compatibility efforts with VA’s existing material management infrastructure and future material management infrastructure to support a DMLSS Enterprise Supply Chain modernization. Selection of any other POU contractor would require removal and replacement of WaveMark’s proprietary POU system and equipment as the incoming system would be incompatible with the existing WaveMark solution. In addition, that POU product would also require the recreation of additional interfaces to existing legacy VA systems to include, but not limited to IFCAP/GIP, Cerner, VistA New Patient, VistA New Employee and Cart- CL. VA technical experts have estimated that this replacement effort would cost a minimum of . This estimate is based historical cost for efforts of similar scope and scale.
WaveMark interoperability and compatibility with the DMLSS material management system is in support of the VA’s Enterprise Supply Chain Modernization efforts and would automate medical supply tracking and replenishment. This would replace associated manual inventory management processes, improve supply chain efficiency and increase productivity for staff whose responsibilities include tracking inventory, ordering, requisitions, and restocking of medical supplies. Lack of a reconfigured interface would negatively impact both the DMLSS program deployment timeline and the efficient delivery of care to Veterans across the VA enterprise.
6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can meet the Government’s requirements. There is no competition anticipated for this acquisition. Furthermore, in accordance with FAR 5.301, the award notice for this action will be synopsized on the beta.SAM.gov
Contract Opportunities website and this justification will be made publicly available within 14 days of award.
7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed.
8. Market Research: VA technical experts conducted web-based market research in June 2021 by reviewing similar solutions from alternative vendors including those from WaveMark, Pyxis, Omnicell, and Shipcom. Below is a comparison of the solitions ability to meet VA’s requirements:

Based on the above, only WaveMark can meet VA’s requirements. Additional market research was conducted on August 12, 2021 via a Request for Information (RFI) seeking alternative sources that could meet this requirement. The RFI was published on the Contracting Opportunities website, and no responses were received.
Based on this market research, VA’s technical experts determined that no other vendor can provide interface development to ensure WaveMark interoperability and compatibility with the DMLSS material management system in support of the VA’s Enterprise Supply Chain Modernization efforts without removing the existing system and providing a whole new product which is required to be tested, validated, installed and inclusive of training. No current provider could assume support of the existing system without a complete replacement of the WaveMark proprietary POU.
