STATEMENT OF WORK (SOW)

High Pressure Compressed Air System Lease

1.0 BACKGROUND.

In support of maintenance being conducted on a Nimitz class aircraft carrier during the project availability, PSNS & IMF requires two (2-each) stand-alone high pressure compressed air systems for use supplying ship service air system and industrial applications including breathing air.

1.1 SCOPE: The compressed air systems shall be a stand-alone, turnkey system capable of unattended operation and provide startup assistance, operator training, and all maintenance except for: oil checks, draining the condensate tank, and changing the desiccant cartridges, (if used).

3.0 GENERAL REQUIREMENTS:

3.1 Period of Performance: 16-MAY-2022 through 16-DECEMBER- 2022 3.2 Place of Performance: Naval Air Station North Island Pier J San Diego, Ca. 92135

3.3 Security:

3.3.1 For Base access, each contractor shall complete, sign and submit a SECNAV 5512 form, (attached) and shall complete and submit the attached Visitors Base Access spreadsheet. (Duration of access, you DOD ID number and contact information are very important).

3.3.2 For Pier J access contractor shall contact Port Ops, Chief Carderil at (619) 545-3232, or Pier access security DPO (Duty Petty Officer) at (619) 279-1255.

3.4 TECHNICAL REQUIREMENTS:

3.4.1 Compressed air supply parameters:

3.4.1.1 Each compressor shall supply at least 85 SCFM of air at the discharge of the dryer at a pressure of 4950 psig and a maximum temperature of 110ºF.

3.4.1.2 The compressed air supplied by the compressed air systems shall be certified for breathing air quality per paragraph 2.1 or the applicable OSHA regulations for compressed breathing air supply. The air quality specifications for breathing air and ship service are as follows:

• Oxygen: 19.5% to 23.5%.

• Carbon Dioxide (by volume): 1000 ppm maximum.

• Carbon Monoxide (by volume): 10 ppm maximum.

• Hydrocarbons (condensed): 0.005 milligrams/liter maximum.

• No noticeable odor, when judged by the government.

• Supply temperature: 115º F maximum.

• Water content: Not to exceed a dew point of (-70º F) at atmospheric pressure

(18 ppm by volume).

• Compressed air oil content shall not exceed 0.1 ppm by weight.

• Dirt/particulate: Not to exceed 5 microns nominal and 18 microns absolute.

3.4.2 Equipment Requirements: Compressed air system shall be:

3.4.2.1 Suitable for operation in an outdoor, marine, seashore environment set in place upon a flat grade without foundation anchors.

3.4.2.2 Electrically powered 460-VAC, 3-phase, 60Hz power supply. The compressed air systems shall be self-contained so that the systems are capable of producing breathable quality, compressed air without any additional utilities such as a water supply, low-pressure air, or 120VAC power, and without any customer supplied filters, dryers, or catalytic beds.

3.4.2.3 Self-regulating with fully automatic controls, alarms, and indicators so that the compressor package requires monitoring by compressor operators no more than once every 72 hours (3 days) after start-up, except a daily oil check may be required.

3.4.2.4 Equipped with the following accessory equipment:

• An ASME stamped receiver.

• The compressor control shall include the following connections for customer use. These connections shall be labeled as “optional customer switches” in the control schematic in the operator’s manual:

o Remote Shutdown – for use with a customer-supplied carbon monoxide alarm.

o Run Indication – supplies 120VAC power to a customer supplied solenoid valve, but only while the compressor is running. When the compressor is not running, the run indication terminals shall not be energized.

• A low oil-pressure switch.

• A silencer on the blow-down air exhaust.

• An automatic blow-down system.

• A filtration/purification system as required for the output

• NAVSEA approved oil-removal filter installed between the compressor and dryer. This requirement also applies to oil-less compressors.

• The compressor shall have a tag that is attached to the front of compressor indicating the most recent change date and the signature of the person who made the change.

• The filter shall be one of the following CUNO Incorporated, Micro-Klean III U78B2 filter element. The recommended CUNO filter housing is CUNO Model 40344-10. Downstream of the CUNO filter housing, a separate housing shall contain activated carbon to remove odors. A particulate filter incorporated in the activated carbon cartridge or a separate filter immediately downstream of the activated carbon cartridge shall be provided to prevent the migration of activated carbon particles into the airstream.

Replacement filter elements and activated carbon shall be supplied by the contractor and replaced by the customer. Contractor shall get with onsite Government representative to determine quantity amount and how often these replacement filters should be changed.

• Two in parallel purification systems that consists of the following:

o An L-Factor FC-530550-SB, sintered bronze, 20 micron, 90% efficient filter element rated for 78 SCFM, in an L-Factor model P3C housing.

o A molecular sieve cartridge.

o A combination element, which includes activated carbon, catalyst, and a particulate filter.

o A molecular sieve cartridge.

• An air dryer system to ensure the output compressed air meets the required water content specification. The dryer shall be a cartridge-type unit or an automatically regenerating desiccant tower system. Each air dryer system included with the compressed air systems shall serve only a single compressor

3.4.2.5 If a cartridge-type dryer is used:

• Each airflow path through the dryer shall include at least two dryer cartridges in series. Replacement cartridges shall be supplied by the contractor and installed by the customer.

• The installed dryer capacity shall be sufficient to permit operation of the compressor for 72 hours at rated capacity

3.4.2.6 Deliver compressors with sufficient cartridges to permit cartridge change-outs.

3.4.2.7 If a regenerating desiccant-type dryer is used, the dryer shall automatically swap towers and regenerate. The desiccant shall have fewer than ten hours service upon delivery and shall include an after-filter rated 1 micron or smaller.

3.4.2.8 An after-cooler with an automatic water drain trap to remove condensed moisture from the compressed air. The after-cooler shall cool the compressed air to within 15ºF of the ambient temperature at the rated capacity of the compressor at pressures between 3000 and 5000 psig.

3.4.3 The control panel shall be listed by Underwriter’s Laboratory or other nationally recognized Testing Laboratory for use in the weather and shall have a NRTL marking present on the control panel.

3.4.4 The compressed air systems shall be entirely contained on skid and shall be constructed to be portable and capable of being transported by both forklift and crane.

3.4.5 The total dimensions of each installed compressed air system, including the compressor and all accessory equipment, shall not exceed 8-foot- wide, by 20-foot long by 10-foot high.

3.4.6 The compressed air systems shall be in accordance with of 2.4.

3.4.7 The compressor condensate discharge shall be equipped with a flexible hose eight feet in length, to permit users the option of directing condensate into a user-supplied 55-gallon drum.

3.4.8 The Compressed air system setup shall be 100% complete within 24 hours of delivery, and shall:

3.4.8.1 Operate the compressed air systems and supply air meeting the specified dew point and oil content for one continuous hour.

3.4.8.2 Include drop a pan or Drip tray to capture or contain any fluid leaks. Then pan or tray shall be sized to hold 110% of the total volume of fluids contained in the compressor.

3.4.8.3 Relief valves shall bear tags indicating the set point and test date. The valve protecting the receiver shall be an ASME relief valve and shall have intact wire seal(s).

3.4.8.4 Relief valve isolation valves shall be installed in accordance with Reference 2.4, and meet the following requirements:

3.4.8.5 The isolation valve(s) shall be locked open by a strap which will be broken if the valve is closed.

3.4.8.6 When an isolation valve is closed, isolating the receiver from the relief valve, the valve shall also isolate the receiver from the compressor.

3.4.8.7 The operating manual shall include a requirement that the isolation valve shall remain open while the receiver is pressurized above 15 psi.

3.4.8.8 Final discharge pressure shall be displayed on a calibrated pressure gauge.

3.4.8.9 Have a pressure gauge and the associated pressure switches, which start and stop the compressor and shall be in calibration and have labels confirming the calibration due date.

3.4.8.10 Contractor shall:

3.4.8.10.1 Conduct an initial receipt inspection with the onsite Government representative to document current condition of the compressed air system.

3.4.8.10.2 Contractor shall conduct start/stop, preventative maintenance and familiarization of operation training for the compressor air system, onsite at North Island Naval Air Station, to Government employees, as mutually coordinated between the Contractor and onsite Government representative.

3.4.8.10.3 Coordinate with the onsite Government representative for the initial delivery of two complessed air systems, and for pick-up, upon notification at the end of the rental POP.

3.4.8.10.3.1 Maintain close liaison and good communication with the

Government representative through out duration of Contracts

POP.

3.4.8.10.4 Provide 24 hour a day / seven days a week on-call repair service technician. The Contractor shall be responsible for being onsite and initiating repairs within 24-hours of verbal or written notification that the equipment has malfunctioned.

3.4.8.10.4.1 In the event that either compressed air systems fails to operate, within 6-hours of initial notification the Contractor shall supply a manufacturer’s repair/service technician to determine whether the compressed air system is repairable or shall be replaced with fully operational compressed air system.

3.4.8.10.4.2 No later than 48-hours after initial notification and the determination has been made to repair or replace the unit, all repairs or replacement of the compressed air system shall be complete and unit shall be in 100% fully-operational condition.

3.4.9 Markings:

3.4.9.4 Provide a 10-inch by 10-inch sign containing the Company, including name and phone number contact information of the service/repair technician representative, affixed to the exterior of the enclosure door for any malfunction issues associated with the compressed air system(s.)

3.4.9.5 The compressed air systems shall have the (1) air capacity, (2) maximum supply pressure, and (3) the electric horsepower and RPM rating stamped on a metal plate attached to the equipment.

3.4.9.6 Each major component of the systems, including the compressor, electric motor and the purification system shall have the manufacturer's name and the manufacturer's serial number stamped on a metal plate attached to the component.

3.4.9.7 No metal stamping is permitted on any surface subjected to high stresses in service and shall be in compliance of 2.4.The compressed air systems shall have a current certificate of inspection attached to each pressure vessel in the compressed air systems, indicating inspection by a state approved pressure vessel inspector.

3.4.10 Additional Services/Requirements:

Contractor Shall:

3.4.10.4 Conduct start/stop, preventative maintenance and familiarization of operation training for the compressor air system, onsite at North Island Naval Air Station, with Government employees, as mutually coordinated between the Contractor and onsite Government representative.

3.4.10.5 Supply an on-call manufacturer’s service and repair technical representative to provide assistance 24 hours a day, including weekends and holidays, as follows:

3.4.10.5.1 Determine whether the malfunctioning compressed air systems is repairable or shall be replaced within 4 hours of notification of a problem by the Government representative.

3.4.10.5.2 Conduct repairs or replacements of the compressed air systems to restore to 100% operation of the equipment in question within 24 hours after a determination have been made to repair or replace the unit.

3.4.10.5.3 Conduct a half-hour retest of the equipment, after repairs or replacement, to verify satisfactory operation.

4.0 DELIVERABLES:

The contractor shall:

4.1 Provide the pressure vessel certificate to the onsite Government upon delivery. Pressure vessel certificate shall be from a state certified pressure vessel inspector.

4.2 Provide a manufacturers operating instruction manuals for the air compressors, and all other major components associated with the compressed air systems to the onsite Government representative.

4.2.1 The manufactures operating instructions manual shall include a parts list, operating parameters for all gauges and indicators & blank log sheets.

4.3 Coordinate with onsite Government Zone Manager representative for the specific date and time of compressor air systems delivery, a minimum twenty-four (24) hours prior to delivery.
