1. Contracting Activity: The agency responsible for this acquisition is the Department of

Veterans Affairs, VISN 17, Central Texas VA Medical Center, Temple Texas, 76504. The Department of Veterans Affairs proposes to enter into a contract on the basis of justification for other than full and open competition.

2. Purchase Request: 674-23-4-5065-2278

3. Brief Description of Supplies/ Services required and the intended use:

a. 180 EACH, IPS02-D12-OI04 Illustra Pro Gen4 2MP MiniDome, interior cameras

b. 20 EACH, IPS08-P25-OI04 Illustra Pro PTZ 8MP Gen4, Outdoor Camera

c. 14 EACH, IA-POE-90-U00 95W PoE Injector

This request is for additional components of an existing security system at the Temple VA campus. These components will be for replacement of existing defective components and for exspansion of the system to cover additional areas. The requested brand for this security system is the Tyco Illustra Interior & Exterior cameras.

This procurement is IAW FAR 6.302-1 (c) Brand Name Only.

These parts are for a existing camera system. The current system is made up of American Dynamic/Tyco brand components. These are also under the Johnson Control brand name.

Using components from another brand would require additional equipment for it to be able to be properly integrated and or communicate with the existing system. Additionally, there is no guarantee that another brand will work after installed or continue to work after system software updates. These cameras are also not required to have individual liiences to operate unlike other brands on the market.

6. Description of market research conducted and results or statement why it was not conducted:

A search was conducted using SBA and FPDS.

A SBA search was conducted using NAICS 334290 resulting in 347 SDVOSB vendors.
