To: Code 02 Simplified Acquisition Branch
Subj: BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement to purchase a variety of National Instruments (NI) hardware. This materials purchase is required for a variety of data acquisition systems necessary to support testing for a variety of our sponsors.
MANUFACTURER INFORMATION:

(804) 698-0813 POC: Matt Pegram, Account Manager, matt.pegram@ni.com
The estimated total cost of this procurement is and the need by date is June 31, 2021.
2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON
The requiring activity is the Naval Surface Warfare Center, Carderock Division (NSWCCD). NSWCCD relies upon NI equipment and software to execute critical hydrodynamics model testing, including but not limited to captive and free-running model testing within Code . NI products comprise the backbone of data acquisition systems for most testing, including captive and free-running model testing within Code 863.
s of ship m dels in order to support NAVSEA and the fleet.
Their suite of products is highly configurable and has been optimized to minimize setup time and maximize reliability. Their products are wide-spread at Carderock, and the active Enterprise Agreement between NI and NSWC Carderock has greatly facilitated training and further improved the implementation of NI products into data acquisition systems. It is for these reasons that Carderock has chosen their products.
The NI brand name is required for this procurement. Any other brand name would not be guaranteed to work the NI software or the rest of their system. These modules fit into existing chassis that we already own and are identical to what is already in service within Code 863. A change in hardware would require significant testing in order to ensure that the new hardware produces identical data. The ability to produce consistent, repeatable data is vital to our customers, as our primary deliverable is a simulation tool. Without consistent, repeatable data, the fidelity and accuracy of the tool is decreases significantly. If a non-NI data acquisition was pursued as an alternate solution, with its current test schedule and software requirements, Code 863 would require additional software engineers and electrical engineers to support its creation.
Therefore, in accordance with FAR 13.106-1(b)(1)(i) the contracting officer has determined only one source reasonably available.
3. MARKET SURVEY
NSWC Carderock utilizes NI Hardware and software to support a wide variety of testing. The current Enterprise Agreement between National Instruments and NSWC Carderock evidences this. NI recognizes
