The United States Air Force Life Cycle Management Center, (AFLCMC) Cryptologic and Cyber System Division, Technical Applications Products Branch, requests the purchase of Circor Valves manufactured by Circor Aerospace, available from the original manufacturer and authorized distributors - Brand Name solicitation.

Section C: Justification for Soliciting from a Single Source or Brand Name
Circor valves are used on the suite. equipment is the . These valves are manufactured by Circor Aerospace out of Corona, CA. They are only sold by Circor and their authorized distributors, like M3 and Dela Technologies. Circor manufactures these components with the stringent technical specifications/requirements needed for an airborne application as is needed in the configuration. Multiple Circor valves direct/manipulate sample air flow for sampling in 3000 psi spheres/vessels during airborne sampling sorties.
The configuration control board has approved the use of only Circor valves in this application. Technical instructions and drawings reference only these components. These valves have very limited space/envelope where the valves must fit. Drawings and technical instructions both reference only the Circor valves. Brand name procurement of these specific valves is vital.
Section D: Efforts to Obtain Competition
The suites are unique air samplers that supports the DoD . To verify form, fit, and function for this valve requirement, TAP conducted extensive field testing over the years. No valves, rated for airborne operations, with the tight required specs, have been identified. Only the Circor valves met the mission required output.
Additionally, the physical space devoted to these valves on the foil is very tight and unaccommodating. Expanding beyond this small envelope is not possible. All drawings and technical manuals reference this specific component.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Continuous research, testing, and qualifications are ongoing to identify system enhancements. A possible substitute may be identified in this process. However, to date, our engineering community has been unable to identify valves with the capacity and size requirement to fit in the application envelope.
