If needed continue on a separate piece of paper: Renewing RAVE & RAVE Panic Button services for the Texas Military Department purchased last year on W912L1-21-P-0112. These services support a mass warning notification solution with the ability to have top down and bottom up communication. The RAVE solution provides the ability to communicate with all Texas Military Department (TMD) personnel (approximately 24,000 people), including the TXARNG, TXANG, TXSG, State employees, Federal employees, etc., positioned across the state using multiple mediums of communication (i.e. email, cell phones, text messages, desk phones, social media, etc.).

Current services expire 23 Sep 2022. New POP will be 24 Sep 2022 ~ 23 Sep 2023.

The RAVE solution provides the ability to communicate with all Texas Military Department (TMD) personnel (approximately 24,000 people), including the TXARNG, TXANG, TXSG, State employees, Federal employees, etc., positioned across the state using multiple mediums of communication (i.e. email, cell phones, text messages, desk phones, social media, etc.). It provides a critical communication and data platform to respond faster and communicate more effectively during emergencies. Services will be statewide and provide quicker reactionary responses to our various federal, state, and local partners during an emergency.
If needed continue on a separate piece of paper_3: The statutory authority for this action is FAR 13.106-1(b)(1)(i). The particular brand name, product or feature is essential to the Government's requirements. .
If needed continue on a separate piece of paper_4: Original rationale for acquiring RAVE was based on its ability to integrate with Mutualink, which is the solution TMD requires to be interoperable with our federal, state, and local partners (i.e. Harris County, Department of Homeland Security, FEMA, Customs and Border

Patrol, College Station, Houston, Texas City, Galveston, etc.). Failure to renew support and access to the Rave and RAVE Panic Button would eliminate a communications solution we are using to ensure massive, wide spread dissemination of emergent information to TMD personnel, facilitating up/down communications from other sources of information during an emergency.

If needed continue on a separate piece of paper_5: Determination for best value was granted on lowest cost and return on investment while integrating into communication platforms with other state agencies. Integrated communication systems allows for interoperability in the event of an emergency.
If needed continue on a separate piece of paper_6: Original market research was conducted through contact with requester and/or other knowledgeable people in government or industry, review of catalogs or other product literature, and personal knowledge. Additional brands were not evaluated for this renewal as we have already invested in this software and our staff is familiar with its operation. To procure new software and requiring increased labor hours for training would be a substantial duplication of cost to the Government (cost estimated in hundreds of thousands of dollars).
