Justification for Single Source (Brand-Name) Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 10 in support of
VISN 10, LTC Charles S. Kettles VA Medical Center, 2215 Fuller Road, Ann Arbor, MI 48105.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Quantity of two (2) Captus 4000e Thyroid Uptake Systems with 1” Well, DICOM Interface Software, Phantom Thyroid Uptake Neck, and On-Site Installation. One system shall be delivered to the LTC Charles S.
Kettles VAMC; the second system shall be delivered to the Toledo CBOC. The Captus 4000e thyroid uptake system is a comprehensive Nuclear Medicine Measurement System, with specific software modules for thyroid uptake, bioassay, wipe tests, automated quality assurance tests, and isotope library. The system includes a fully functional 1024 channel MCA with auto and manual calibration.
Thyroid uptake systems have a probe containg a sodium iodine crystal. This scinilation probe is used for detecting radioactive iodine ingested by patients to examine the functionality of the thyroid gland which cannot be done by any other piece of equipment. The well is used for measuring surface contamination and must be calibrated in snyc with the uptake system, therefore a different well manufacture cannot be purchased separately. Installation to be performed by manufacture for warranty issues and for initial quality control calibration prior to patient use per regulations.
The estimated amount of this procurement is $63,840.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Thyroid uptake systems and well were originally manufactured by Biodex (AtomLab Thyroid Uptake System) and Capintec (Captus Thyroid Uptake System). Biodex and Capintec systems have been merged under one company called Mirion Technologies (Capintec), Inc.
Mirion Technologies now only offers nuclear medicine products/equipment under Capintec for both companies. Only the Captus Thyroid Uptake System and Well are available for purchase; the AtomLab series has been discontinued per vendor sources.
4. Description of market research conducted and results or statement why it was not conducted:
Market research for thyroid uptake systems was conducting using SBA VetCert, DSBS, GSA Advantage, and FPDS-NG. The Captus 4000e system is manufactured by Mirion Technologies (Capintec), Inc., a large business, but is available via distribution through small businesses, including at least two SDVOSB’s. This procurement cannot be set-aside for SDVOSB/VOSB’s due to the Nonmanufacturer Rule, but will be conducted as a small business set-aside.
