(AFMC) TINKER AIR FORCE BASE OKLAHOMA

SUBJECT: Brand Name Justification for C22-021 Submersible Vertical Turbine Pumps

1. The four Submersible Vertical Turbine Pumps currently work in conjunction with the Cooling Tower System to provide water to all the process high pressure air compressors and vacuum pumps in Building 210. The high volume high pressure process equipment provides process air to Bldg. 200 to simulate jet engine operating conditions to performance test depot overhauled regulating valves, anti-icing valves, cooling turbines, and other cabin environmental control components used on most all aircraft in the Air Force inventory. The B-1, B-2, B-52, C-130, KC-135, E-3A, F-15, F-16, and F-22 are the primary weapon systems supported these pumps.

Failure of these pumps to provide cooling water to the process equipment will result in a line stop condition for the overhaul of Air Driven Accessories in Bldg. 200.

2. The Peerless Model MP-11MBHC-2622504 Submersible Vertical Turbine Pump is the only known pump that can be used without a complete reverse engineering endeavor for the entire process cooling water distribution piping system and connected high pressure high volume process air compressors, low pressure high volume vacuum pumps, and auxiliary equipment. In Accordance with FAR Part 6.302-1(c)(1) the brand name item is required. The Peerless Model MP-11MBHC-2622504 Submersible Vertical Turbine Pump is the only know replacement part that will not require intensive and expensive studies to determine if a substitute pump will work without change of form, fit, or function to the current process equipment cooling water piping system.

3. Therefore, it is requested that Peerless Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (333914) looking for companies that could provide Submersible Vertical Turbine Pumps. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Submersible Vertical Turbine Pumps. RFQ1524880 was posted to GSA, sent to 157 potential vendors. I searched SBA and sent 47 potential vendors an email requesting if they could provide this requirement. In review, there are three vendors that is capable of satisfying this requirement.
