2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Rocky Mountain Regional VA Medical Center is requesting the brand name procurement of a new, firm-fixed price contract for two (2) ForeSite SS Pressure Mapping Systems in accordance with FAR 13.106-1(b).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Rocky Mountain Regional VA Medical Center needs to replace existing ForeSite SS Pressure Mapping Systems that are at end of life and no longer functional. The pressure mapping system is designed for wheelchair seating and spinal cord injury management clinics. It is used to identify pressure areas that can lead to skin breakdown, particularly for Veterans who primarily rely on wheelchairs for mobility. The system assists therapists and clinicians in preventing pressure injuries and creating optimal conditions for wound healing in wheelchair users.
The ForeSite SS System is the only system that includes a dedicated tablet that does not require network connection. A tablet is necessary since clinicians at the medical center often perform pressure mapping in patients' homes or in the community, where internet access is not available to use a secure network. While other systems offer pressure mapping capabilities, they do not include a tablet. Using these other systems would require the VA to purchase medical-grade tablets and install the necessary software. This would involve connecting to the VA network, and the software would need to be approved

At this time, none of the other systems have TRM-approved software for immediate use. Acquiring medical-grade tablets and obtaining TRM approval could delay implementation by an additional six months to a year. The additional implementation time would have a direct negative impact on veterans who depend on these systems to prevent pressure injuries. Without timely access to a new system, clinicians lack a critical tool needed to accurately assess pressure distribution for high-risk patients, particularly those with Multiple Sclerosis and Spinal Cord Injuries. The absence of this technology significantly increases the likelihood of undetected pressure points, putting patients at greater risk of developing pressure injuries. These injuries can lead to severe complications, prolonged hospital stays, reduced quality of life, and increased healthcare costs. As a result, the ForeSite SS is the only system that does not require the purchase of additional components and allows for immediate use.
4. Description of market research conducted and results or statement why it was not conducted: Market research included a search of the VetCert & Dynamic Small Business Search (DSBS), Supply Chain Master Catalog (SCMC), Federal Procurement Data System (FPDS), and System for Award Management (SAM) to identify potential vendors. In addition, a Sources Sought Synopsis 36C25925Q0286 requesting information on sources capable of fulfilling this requirement was issued to Contract Opportunities on March 7, 2025, and closed on March 14, 2025.
No responses were received.
Four (4) wheelchair pressure mapping systems were discovered and evaluated during market research: XSENSOR ForeSite SS System, Tekscan CONFORMat System, Tactilus Pressure Mapping System, and BodiTrak Pressure Mapping System. A request for information was sent to all four (4) companies. The Tekscan CONFORMat System does not come with a tablet, requiring the software to be installed on a VA-owned device, and it is not TRM approved for immediate use. The Tactilus Pressure Mapping System provides only one pressure map for the wheelchair cushion and does not provide one for the wheelchair backrest. Additionally, it does not include a tablet, and the software must be installed on a VA-owned device, which is not TRM approved. The BodiTrak System is no longer available as its manufacturer, Vista Medical LTD, is out of business. Lastly, the XSENSOR ForeSite SS System meets all necessary requirements and comes with a tablet. Only the XSENSOR ForeSite SS System can meet the requirements. No additional sources were discovered during market research.
A letter dated March 10, 2025, from , VP Business Development for XSENSOR Technology Corporation, confirmed that XSENSOR is the sole manufacturer of the ForeSite SS System. In addition, an email from on March 10, 2025, confirmed AB Martin Services, Inc (SDVOSB) is an authorized distributor. It was also confirmed that the system is manufactured in Canada. This procurement will require a nonavailability waiver due to the items not being compliant with the Buy American Act.
Since the Small Business Rule of Two cannot be met, the requirement will be solicited brand name unrestricted in accordance with FAR 13.106-1(b).
