About this file

This is a Brand Name/Sole Source Justification document for the procurement of Mahr measuring instruments and accessories, specifically a Height Measuring Instrument (Digimar 817 CLT) and related components. The justification cites FAR 13.106-1(b)(ii) for a particular brand-name item and is supported by Foreign Military Sales (FMS) requirements.

The equipment includes 25 line items of measuring instruments, probes, carriers, and software modules, with one unit required for each item. The justification establishes that these items must be compatible with the existing ULM 300 system used in the Standards Calibration Center. Procuring another brand would not be compatible with the existing system and would cause unacceptable delays in calibration activities, potentially impacting ship readiness and mission status. The document is signed by Contracting Officer Richmond Tashell with an approval date of January 14, 2025, and includes certifications that this brand name/sole source procurement is in the best interest of the Government.
