About this file
This is a Brand Name Justification memo for a procurement under the Simplified Acquisition Threshold (SAT) from the Naval Surface Warfare Center, Carderock Division (NSWCCD). The document justifies the sole-source procurement of 20 National Instruments USB 6363 Multifunction I/O devices for use in the SARTS IV NAP unit being developed by NSWCCD code c732.
The justification cites that National Instruments owns all design information, manufacturing knowledge, and retains critical equipment required to deliver the USB 6363 devices. Additionally, the NAP unit utilizes LabVIEW software (a National Instruments product) to generate PSK waveforms and GUI, which requires seamless integration with the NI USB 6363. Extensive prototyping has already been conducted using this specific device, and changing to a different product would consume significant government resources for redevelopment. The devices are essential for generating PSK waveforms required to track submarines on acoustic ranges, and full-scale trials cannot be conducted without the NAP unit and its waveforms.
