2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a request for other than full and open competition for the procurement of two (2) Omnicell XT Automated Dispensing Cabinets and accessories in accordance with FAR 13.106-1(b). This acquisition is in support of the activation of two (2) Community Based Outpatient Clinics (CBOCs), Lt.

Col. John W. Mosley VA Clinic (Aurora) and Castle Rock Outpatient Clinic.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Rocky Mountain Regional VA Medical Center uses Omnicell Automated Dispensing Cabinets (ADCs) to store and dispense medication within the nursing units and all associated clinics. The continued use of the Omnicell Dispensing Cabinets will help streamline inventory management and integrate with the recently purchased Omnicell IVX Workflow Pharmacy Camera System. The Omnicell Automated Dispensing Cabinet is the only system that is able to link directly with the IVX Workflow and current VA Pharmacy infrastructure that includes IFCAP and CPRS. All equipment and software systems associated with Omnicell are proprietary. Omnicell is the only company able to provide this automated dispensing solution to complement the current Omnicell automated dispensing solutions in place. The automated dispensing cabinets and packaging system are designed to maximize workflow efficiency while promoting patient safety. The Omnicell XT Automated Dispensing System is scalable, allowing for easy expansion with additional cabinets and drawers that can be added or changed on-site to accommodate evolving clinical needs. Combining medications and supplies in a single cabinet promotes convenience and saves valuable space while minimizing the risks related to drug diversion and medication errors. Furthermore, the purchase of this equipment will allow the medical center to expand its procedural volume, increase access, and

4. Description of market research conducted and results or statement why it was not conducted:

Market Research included a search of Small Business Administration s VetCert & Dynamic Small Business Search (DSBS), GSA, FPDS and SAM.gov to identify potential vendors for Omnicell Cabinets.

The manufacturer also confirmed the items are manufactured in the United States.
