DEPARTMENT OF THE AIR FORCE
OKLAHOMA CITY AIR LOGISTICS COMPLEX
(AFMC) TINKER AIR FORCE BASE OKLAHOMA
Aug 24, 2022 MEMORANDUM FOR AFSC/PZIM Contracting Officer
FROM:
SUBJECT: Brand Name Justification for Valley Craft Quad Steer Trailers
1. Valley Craft Quad Steer Trailers are a component of a locally created engineering design, Drawing No. X202115640A. This 304 project is associated with the AFMC Form 304-299 Service Order 22B092 B-52 Wheel Well Door Trailer Fabrication.
2. These off the shelf Valley Craft Trailers are the basis for the X202115640A design where no substitution can be made without incurring a near-total redesign of the already created engineering drawings. A redesign of this level would take approximately two to three weeks of engineering time, at an estimate additional cost of $12,000 in labor hours. Additionally, any new redesign would need reviewing by the AMXG engineering team, as well as drawing revisions and submittal of a Change Order to Service Order 22B092, creating unexpected time delays.
3. Therefore, it is requested that Valley Craft Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (336214) looking for companies that could provide Valley Craft Quad Steer Trailers. A review of small businesses to include 8(a), HUBZone, Service-Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Valley Craft Quad Steer Trailers. Further direct contact and online market research found small businesses capable of completing this requirement.

6. I have determined, in accordance with FAR 13.106-1(b)(1)(i), that the circumstances of this contract action deem a specific brand name to be required.
