SUBJECT: Brand Name Justification for A23-003 Chemical Stripper.
1. 76 AMXG requests the brand name purchase of Chemical Stripper. The purchase of this brand name chemical benefits the Government because of the known excellent reliability of this specific brand being able to properly chemically remove exterior paint on C130 aircrafts.
2. This is a ready-to-use hydrogen peroxide activated, viscous paint remover for aircraft exteriors. This product is formulated to be effective on both composite and metallic surfaces and is highly efficient in removing resistant catalyzed finishes and other type finishes. 76 AMXG uses the product on the C-130 aircraft. These products are is regulated by the Air Force QPL.
3. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (325510), and a review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted looking for companies that could provide the Chemical Remover. Several sources were found able to provide this commodity. It is recommended to procure chemical remover in accordance with the Air Force QPL data.
5. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
