Justification for Brand Name Justification IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 07, 534 Ralph H. Johnson VA

Medical Center 109 Bee Street Charleston, SC 29401 2237: 534-24-2-783-0114

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This one-time requirement is for Stryker exam lights.

The estimated value for this procurement will be $42,986.48.

2. Unique characteristics that limit availability to only one name brand and no other supplies or services will satisfy agency requirements can be used:

The Stryker Circa exam light is designed only Light that can be upgraded by simply removing the light head and replacing with a newer version; also, required to work with the standardization of lights currently installed at the Ralph H Johnson VAMC. The SLX628 Surgical Light from the sterile field allows the OR team to control and customize as well within a sterile environment.

3. Description of market research conducted and results or statement why it was not conducted:

Detailed market research was conducted through multiple queries of VIP, GSA, SBA Dynamic Small Business Search (DSBS) and a Google internet search. The only vendor found through these queries was Steris Corporation, the Original Equipment Manufacturer (OEM). The OEM was contacted for authorized distributors to seek competition and two small businesses were identified, TrillaMed, LLC (SDVOSB) and Beacon Point Associates, LLC (SDVOSB).

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b),therefore, this requirement will be a brand name small business set aside. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
