VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source (Brand-Name) Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-21-AP-3766

1. Contracting Activity: Department of Veterans Affairs, VISN 10, John D. Dingell VA Medical Center /

Networking Contracting Office 10 2237: 553-21-3-064-0031

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: New CT

Injection System to replace existing outdated Bayer injectors. The estimated amount of this procurement, including all trade-in allowances and discounts, is $204,196.60.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a brand-name requirement for the MEDRAD (Bayer) CT Injection System, which will be replacing an existing outdated Bayer injection system. Only the Bayer CT Injection System is acceptable, as the facility has other Bayer software components that interface with the injectors and which will not be replaced, such as the contrast dose tracking software.

4. Description of market research conducted and results or statement why it was not conducted:

Market research indicates there are at least two service-disabled veteran owned small businesses capable and authorized by Bayer to provide the required CT Injection System components.

Additionally, the SBA has waived the nonmanufacturer rule for the applicable NAICS (334517) and PSC (6525) for this system. As the first order of priority for VA procurements, this requirement will be set-aside 100% for SDVOSB’s.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
