I. Contracting Activity.
Department of Air Force, 1st Special Operations Contracting Squadron, Hurlburt Field, FL. This document serves as a Justification for Other Than Full and Open Competition.
II. Nature and/or description of the action being processed.
This action will be awarded as a new contract. This acquisition is not a modification to an existing contract. The contract type selected for this acquisition is Firm-Fixed Price (FFP) in accordance with FAR 12.207(a). The contract number is TBD.
Air Force Special Operations Command (AFSOC) has a brand name requirement to procure Onan generators manufactured by Cummins Power Generation.
The contractor will be determined after issuance and receipt of quotes in response to the Solicitation.
It is anticipated Operations and Maintenance (O&M) appropriated funds will be utilized for this acquisition. At this time, full funding is not presently available for this effort.
III. Description of supplies/services required to meet agency needs.
The contractor shall provide twenty-four (24) brand name Onan generator sets to support power outages and emergency situations at Hurlburt Field, FL. This purchase supports base wide efforts for readiness during times of emergency and extensive power outages.

IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). Procurement under the contract will be conducted on a brand name basis in accordance with the statutory authority 41 U.S.C. 1901 and implemented by AFFARS 5313.501, Sole Source acquisitions, to include Brand Name, conducted under simplified acquisition procedures. Only one brand is suitable for this requirement because the supplies are unique or highly specialized.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The purchase of this equipment must integrate with Hurlburt Field's remote telemetry monitoring and control system, as well as all other Onan equipment currently in the 1st Special Operations Civil Engineering Squadron (1 SOCES) fleet of emergency power systems. In 2005/2006 time frame, Hurlburt Field configured their Supervisory Control and Data Acquisition System. When completing this configuration, Hurlburt Field requested data mapping points from Onan, Kohler and Caterpillar so that the system would be compatible with these manufacturer's products. As a result, Onan provided 108 data mapping points, Kohler provided 10 data mapping points and Caterpillar provided start and stop points only.
Due to this, Hurlburt Field's system is configured with Onan system proprietary mapping points. In order to read all of the data points and information (i.e. temperature, frequency, voltage, etc.) the items must be Onan. Other products will only provide an overview of information and depending on the product, the Government would have to spend approximately $7k to $14k on additional equipment to complete readings, and still the reading would not provide all of the necessary information. Digital control panels used on other units will not interface with Onan generator control units without modifications.
1 SOCES maintenance personnel and equipment operators are thoroughly familiar with the Onan units and are trained/ certified to perform maintenance. Purchasing another brand would require the Government to pay for each service call needed throughout the life of the generator. Additionally, training is not available on other manufactured products such as Kohler and Caterpillar. When utilizing these products, agencies are required to place and play for a service call from an authorized dealer. There is no training offered to the general public or the Government that would provide Government personnel with the ability to maintain these generators.
Purchase of a brand other than Onan would require the procurement of new special tools, as well as the expense of implementing specialized training for maintenance personnel and operators or the expense of paying for a Government maintenance contract for those products where Government employees cannot obtain training to become certified to perform maintenance.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Cummins' products are the only products that are configured for the Hurlburt Field Supervisory Control and Data Acquisitions System. As such, there are no alternative to soliciting as a brand name requirement.
A combined synopsis solicitation will be issued via SAM.gov, limited to the specific brand name products to allow Cummins and their authorized distributors to provide a quote for the requested items.
Cummins Power Generation has several authorized suppliers/distributors of their products.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated price will be determined fair and reasonable based on competition.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The purpose of simplified acquisition procedures is to reduce administrative costs, improve opportunities for small business concerns, promote efficiency and in economy in contracting, and avoid unnecessary burdens for agencies and contractors. For the reasons identified in Section V, market research was not conducted to identify alternate equipment or substitutes that might be capable of fulfilling agency needs. The specific brand cannot be substituted due to the current configurations. Rather, market research was conducted to determine if sources capable of satisfying the agency's requirement exist and the most suitable approach to procuring the required commercial brand name items.
According to conducted market research, there are approximately 1,672 suppliers of generators, 34.0% of which are manufacturers, with the remaining 66.0% comprised of wholesalers and retailers. Large-scale, integrated and multinational manufacturers of electrical equipment products generate the largest share of revenue in the generators market. However, the majority of suppliers are small and midsize manufacturers, wholesalers and retailers. According to ProcurementIQ, 7.9% of businesses in this market are owned by women, which is a lower share compared to the overall economy. Similarly, only 7.7% of businesses in this market are minority-owned, which is also low compared to the broader economy. However, 14.8% of suppliers in this market are considered veteran-owned, which exceeds the concentration of veteran-owned businesses in the overall economy.
As part of market research and to promote competition to the maximum extent practicable for small business concerns, an Individual Waiver to the Nonmanufacture Rule (NMR) was requested and obtained from the Small Business Administration (SBA) for the NAICS code selected for this acquisition.
Strategic Sourcing Contract Vehicles are not available for use. GSA Advantage offers few of the required items under Federal Supply Schedules (FSS) of two (2) small business concerns and therefore Ordering under GSA FSS is not in the best interests of the Government. A search of Government Databases and FPDS-NG revealed three (3) vendors who had previously fulfilled requirements for Cummins Generators. A search on the SBA's Dynamic Small Business Search (DSBS) revealed 1,256 small businesses under NAICS 335312. Additional research revealed Cummins Power Generation has over 6,000 authorized dealers, a combination of both small and large dealers.
The Cummins brand equipment that is requested is offered by several small business concerns and there is a reasonable expectation of receiving two (2) or more competitive quotations from responsible small businesses.

X. List of any sources that expressed, in writing, an interest in the acquisition.
submitted a request in writing that be allowed to quote on the generators. The email stated that uses Cummins (Onan) generator altnerators while also using similar engine manufacturers noting the one major difference is uses non-proprietary controllers and software so that when you purchase the product, you own and can control the product. Due to Hurlburt Field's current system being configured with Onan proprietary control panels and training, a different manufacturer product cannot be considered.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Through every available means, 1 SOCES will continue to monitor market information and technical publications to determine whether any other source meets our needs. Based on the reasons stated in paragraph IV of this document, it is not anticipated that there will be other manufacturer products that are compatible with the Onan system and proprietary control panels currently in place at Hurlburt Field. In order to consider an alternate brand, the decision would have to be made reconfigure and replace the mapping points, digital controls and other components currently in place.
