1. The service or supply identified below is brand name and full and open competition is precluded for reasons indicated below. There are no substitutes available for this material or service.

3. Statutory Authority Permitting Other Than Full and Open Competition. The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1), as implemented by 6.302-1(c) Only one responsible source and no other supplies or services will satisfy agency requirements.

4. Identification of the justification rationale. The acquisition is being conducted under the procedures of Federal Acquisition Regulation FAR 13.106(b)(1)(i) – Soliciting from a single source.

The justification rationale for restricting competition is DroneSense is the only application approved for use by NCIS for Commercial-Off-The-Shelf (COTS) UAS.

5. Description of the item or service required, statement that the requested material or service represents the minimum requirements of the government, the estimated cost, and required delivery date or performance period.

The NCIS UAS program requires a software solution to allow operators to conduct flight operations using an integrated ground control application that provides for manual and autonomous flight operations while providing a recordable means to meet required pre-flight workflow, flight tracking, pilot record keeping and inventory controls to allow effective oversight of the agency’s UAS pilots by UAS program management. The software must also allow for the streaming of live video feeds from UAS aircraft to the managers and field operatives relying on that information for time critical decision making. The system’s server needs to be hosted on the Amazon Government Cloud Service (AWS GovCloud) or any other method that meets Department of Defense (DoD) Cloud Computing Security Requirements Guide (SRG) for Impact Levels 2, 4 and 5. This system would maintain the current capabilities of the NCIS UAS program. The requirement to operate within NCIS’ preexisting NAVAIR Interim Flight Clearances (IFC) leads to the need for an approved product that will allow the use of Commercial Off The Shelf UAS platforms while addressing Navy Cybersecurity concerns.
