2. Nature/Description of Action:

This Brand Name Justification authorized and approves the insurance of a name brand justification, firm-fixed price purchase order for: Four (4) SRV X1417 Panel3x 17x17 DR Imaging Panel for extreme 3x System.

3. Description of Supplies/Services:

Background: The HME program has a requirement for portable x-ray systems based on the National Bomb Squad Commanders Advisory Board – National Guidelines for bomb squads. This equipment provides the bomb technician the ability to x-ray suspect improvised explosive devices in order to identify the fuzing and functioning of the device providing a higher degree of safety to the technician and the public, as well as the possible make up of the potential Homemade Explosives involved.

5. Demonstration of Contractor’s Unique Qualifications or Nature of the Acquisition that Requires use of Authority Cited:

ATF’s Explosives Training Branch/ Homemade Explosives Program (HME-IPD) has made several previous purchases of these units and in testing, training and field deployment we have found them to be reliable and fulfill our mission requirement more effectively than any other X-ray system we have in our current inventory or in others we have tested on a loaned basis.

The HME program has previously purchased 4 of these units for use during the training course. The training for these units has already been developed and given to ATF bomb technicians as well as Public Safety Bomb Technicians and Military EOD technicians.

To maintain consistency in training, ensure success, and increase safety in operational deployments, ATF needs to purchase the same make and model as we currently have in inventory. This is both a financial as well as training advantage.

SmartRayVision Portable Digital Systems have been evaluated by ATF and determined to be the only system that meets our operational needs. We have evaluated all known flat panel x-ray systems currently on the market and the SmartRayVision brand & models chosen are the only ones that offers ATF the ability to use fully digital panels remotely and wirelessly. This is used for diagnosing hazardous devices & objects for render safe procedures and dis-assemblies. The panels are self-contained and not removable, allowing for ease of use. The size of the units make them extremely portable and able to

The proprietary software offered with these units enables the best resolution using the minimum number of x-ray pulses and offers superior stitching capability. The SmartRay systems are the only ones with this proprietary superior stitching capability in which multiple images of larger packages can be taken and automatically stitched together. This is key when diagnosing a device prior to disassembly. The SmartRay Vision systems can be utilized using three methods of communication between the imaging panel and the controller: wireless (short range), wireless (long range), and wired. The frequency range that system operates on can be changed from 2.4 GHz to 5 GHz so that it will operate during the deployment of electronic countermeasures. The systems include wired and wireless source controllers to be able to remotely control the amount and duration of pulses applied from the source to the imaging panel. The imager is able to be set for long exposures allowing varying amounts of pulses to be applied. The resolution of the imager is over 4 billion grey scale imaging. The imager and controller are ruggedized; the imager is shock tolerant to three feet. Due to this, no other brand/model would be acceptable.

7. Market Research:

Market research for alternative equipment resulted in no availability of similar equipment that meets the same standards with the extended range of the two-way communications between the panels and tablets with the capability of exporting images wirelessly, including the capability to email images. Also, this system has unparalleled resolution for a specified minimal pulse count and has a superior stitching capability through its proprietary software which allows multiple x-rays of packages larger than the imager to be stitched together in one continuous x-ray. This also allows the stitched image to be used within X-Ray Tool Kit for a precision-aimed disruption. The physical profile of the system is smaller than any other digital x-ray system which allows for enhanced storage and portability. In researching current similar products on the market as of January 2020, this system is the only one that meets or exceeds all of the below listed requirements.

o X-ray system must be digital and must support both wired and wireless operation.

o System must include high-definition DR panel: Approximate size 10” x 12” o System Software must be able to remotely control both Golden Pulse generators and Other Manufacture’s Constant Potential generators with software-controlled generator firing and sequencing.

Range of 150 degrees F sustained o Must have remotely controlled “Indefinite Timeframe Exposure Window” o System must include Mosaic Auto-Stitch image stitching capability o Must have software-controlled radio frequency capability and easily integrate with robotic platforms o All major components and sub-components must be easily user interchangeable in the field to include Calibration files o System must meet the Ingress Protection rating of IP65 (Panel at IP67) for dust, dirt, splash; and a 4-foot drop shock tolerance *(with no internal shock sensors) * o DR Imager Panel must have Tungsten layer for Circuitry and Backscatter Protection o System must support date and time stamps on each image shot and Photo collection capability o Cold boot to first image is approximately 60-75 seconds with second exposure full cycle at approximately 8-12 seconds o Software must have 3D capability o DR Imager must have Auto Self Calibration capability and never require manual calibration o System must have been evaluated and approved for AEODU (All Explosive Ordnance Disposal Use) by the Military Technical Acceptance Board, Naval Surface Weapons Center with written verification.

o System must have Full color image analysis o System must have Cyber testing certification

This requirement will be competed as a Small Business Set-aside.

9. Actions Taken to Remove Barriers to Competition:

ATF will perform due diligence in an effort to identify other sources for these products through targeted internet sources, CCR and SBA databases that will fit into our custom covert concealments.
