About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs (VA) Central California Health Care System. The VA requires one Medrad Mark 7 Arterion Injection System with installation, specifically a high-pressure contract injector for vascular surgery, with an estimated cost of $32,924.00. The justification emphasizes that the Medrad brand is necessary to ensure compatibility with existing operating room equipment, and alternative brands would create potential equipment incompatibility issues, impact patient care, and result in additional procurement and staff training costs.
The market research conducted included searches on the Federal Procurement Data System (FPDS) and GSA Advantage to identify sources and procurement methods, with an additional inquiry sent to the Original Equipment Manufacturer (OEM), Bayer USA, regarding authorized resellers. The document is signed by the Contracting Officer, Victoria M. Torres, on 03/20/2025, with an effective date of 11/15/2024, and follows Federal Acquisition Regulation (FAR) 13.106-1 guidelines for single source awards over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $250,000.
