About this file
This document is a brand name justification for the acquisition of an unmanned aerial vehicle (UAV) camera system under the simplified acquisition threshold. The United States Geological Survey (USGS) National Uncrewed Systems Office requires a MicaSense Altum-PT multi-spectral camera and accessories to ensure compatibility with its existing inventory. Scientists across multiple federal agencies rely on USGS data for long-term studies, and a new brand of instrument would compromise data continuity and nullify previous work. Market research found MicaSense resellers offer competitive pricing. Future requirements will pursue maximum practical competition. The related federal contract opportunity is a solicitation from the USGS Office of Acquisitions and Grants seeking one MicaSense Altum-PT camera under solicitation number 140G0223Q0200.

BRAND NAME JUSTIFICATION FOR ACQUISITION UNDER THE SIMPLIFIED
ACQUISITION THRESHOLD
1. Contracting Agency and Activity. The Department of the Interior (DOI), United States Geological Survey (USGS), Environmental Studies Program (ESP) plans to contract by means other than full and open competition. This document sets forth the justification and approval for the award of a purchase order on a limited source basis as required by FAR 13.106-1(b)(1)(i).
2. Nature of Action Being Approved. New, firm-fixed price award for a new UAV MicaSense Altum-PT with accessories. Proposed brand name is MicaSense.
3. Description of Supplies or Services. This requisition is for a UAV MicaSense Altum-PT with its accessories as follows:
• One (1) MicaSense Altum-PT with DJI Skyport for M300
4. Statutory Authority. The proposed action may be awarded on a brand name basis under the authority FAR 13.106-1(b)(1)(i).
5. Rationale Supporting Use of Citation in No. 5. Scientists and researchers across USGS, DOI, and other cooperators rely on the USGS National Uncrewed Systems Office (NUSO) data for their missions. NUSO has been using UAV MicaSense Multi-Spectral sensors since 2016, and the agencies that use NUSO data must utilize the same equipment brand to ensure compatibility with the existing equipment. No other UAV Multi-Spectral sensors are known to be compatible with the MicaSense brand. Data collected by MicaSense sensors from previous projects are used among the collaborators for long term studies and using a new brand instrument could be a setback in its scientific endeavors and nullify previous years of work.
6. Other Information. None.
7. The Efforts to Identify Additional Sources Including the Market Research Conducted.
The proposed UAV MicaSense Multi-Spectral sensor ensures compatibility to Government’s existing inventory, meet needs for data continuity, and meet the minimum technical requirement.
Market research per a search on the Internet shows competition is available from MicaSense resellers.
8. Actions to Overcome Barriers to Competition. Future requirements for the same or similar items will be competed to the maximum extent practical.
