Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 7, Station 508, Atlanta VA Medical

Center located at 1670 Clairmont Road, Decatur, GA 30033

The purchase request number is 534-23-3-299-0232.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Atlanta VA Health Care System (AVAHCS) Radiation Safety Program requires one (1) Hidex AH- 15XX-01 AMG Automatic Gamma Counter that will assist facility staff with data spectrum analysis to determine radiation contamination and compliance with the AVAHCS Radioactive Materials Permit.

The total estimated value for the one-time procurement is $62,930.00.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Hidex AH-15XX-01 AMG Automatic Gamma Counter was purchased in 2020 but was damaged in 2023 due to a flood from the 5th floor above the Radiation Safety laboratory. The lab is already configured for compatibility with the Hidex AH-15XX-01 AMG Automatic Gamma Counter and the staff are currently trained and familiar with this equipment.

The Hidex AH-15XX-01 AMG Automatic Gamma Counter is the first gamma counter dedicated to Nuclear Medicine and PET applications. It combines all necessary individual measurement data in glomerular filtration rate (GFR) assay to get a final report for secure workflow in hospitals.

The Hidex AMG results are calculated straight into Bq or Ci values and automatic storage of full energy spectrum ensures no data is lost. The external PC with Windows 10 operated software features easy to use graphical interface, with data exporting to user defined location. Software beyond comparison. Optimized lead shielding ensures low background and minimal interference from high active samples waiting to be counted. Hidex automatic gamma counter is also equipped with a powerful multichannel analyzer for detailed spectrum analysis. Staff can enter their own calculation functions for automatic reporting of results.

3. Description of market research conducted and results or statement why it was not conducted:

An SBA VIP query was conducted using NAICS 334516 and returned 189 results. A sources sought notice returned only 1 large business and they were not located in the US. The prior acquisition history was researched under award #36C24720P1340. The requirement was solicited as Brand Name only as a small business set-aside.

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
