Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The overall purpose is to procure one Alcon NGENUITY Camera System. This system is manufactured by Alcon Vision, LLC, 6201 South Freeway, Fort Worth, TX 76134-2001, a large business.
The system is state of the art equipment with a 3D visualization system designed to further enhance retinal surgery and surgeon experience in the operating suites. The estimated amount of this procurement is $89,999.00.

The Alcon NGENUITY Camera System utilizes a real time, ocular-free design- the surgery is displayed on a monitor during operation. This assists operating room VA personnel with the education of junior personnel and assists in coordination between operating personnel.
The Alcon NGENUITY Camera System utilizes 3D visualization which assists in teaching residents and increases the chances of successful surgery.
The NGENUITY 3D Visualization System operates at lower light levels, which both delivers exceptional visualization to the surgeon and fosters a positive surgical outcome by protecting the patient from excessive light levels. This feature in turn will result in more efficient and safe surgeries.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Alcon NGENUITY is the only 3D visualization system that is compatible with the Alcon Centurion Vision system. The Alcon Centurion Vision system is currently in use at the Alexandria VA Medical center for Cataract Extraction and Retina Surgery cases. The Alcon Centurion Vision system is valued at $62,000.00.
Alcon Vision, LLC is the global sole source provider for the design, manufacturing and sale of the NGENUITY® 3D Visualization System. Additionally, Alcon Vision, LLC is solely responsible for installation, warranty, technical service and ongoing clinical support associated with the NGENUITY® 3D Visualization System.
The Alcon NGENUITY camera system is the only system compatible with the existing Alcon Centurion Vision system so that it can acquire the features listed above. Replacing the existing Alcon Centurion Vision system with a competing product will result in duplicative expense and will not provide the features listed above.
4. Description of market research conducted and results or statement why it was not conducted:
Alcon Laboratories, Inc. is the manufacturer of the NGENUITY 3D Visualization System. The VA Vetbiz database was queried, and one other distributor was located.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
