Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

Specific characteristics of the InVeris ISMT/SAWS Bluefire© simulator and simulator firearms limits the availability to a brand name as they are/include proprietary components and software compatibility with all existing COMNAVSURFLANT ISMT/SAWS firearms simulator. The selected vendor shall furnish the OEM requirements, to the exclusion of other sources because of the proprietary nature that will support and maintain warranties on existing COMNAVSURFLANT investment in simulator systems and firearms. This includes recent purchases firearm simulators to support transition to the new Navy Service Pistol Model M18.

a. A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:

1). InVeris and authorized service providers are the only manufacturer that can properly service the ISMT/SAWS BLUEFIRE® proprietary technology offered in the ISMT/SAWS BLUEFIRE® line. InVeris small arms weapons simulators are developed using OEM constructed firearms. These firearms are highly modified and reengineered, and contain numerous proprietary compounds and configuration electronics in order for them to interact with the computer software/firmware associated only with these simulator systems.

All proprietary repair parts or components that are needed to perform repair/replacement must be procured from Inveris. Additionally, the source code for the software and firmware that controls both the computer system and the firearm simulators is also proprietary to InVeris. As a result, any changes, modifications, updates, or fixes to the software can only be performed solely by InVeris certified service technicians. Support for the ISMT/SAWS must only be provided by InVeris service certified technicians to maintain warranty.

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.

a. These are "interchangeable" parts/components for existing InVeris equipment within all other existing COMNAVSURFLANT SAWS assets afloat and ashore.

b.

Other information to support a sole source buy:

(1). The ISMT/SAWS System-Controlled firearms offer unparalleled diagnostics and sensor capability. They allow tracing for on-screen display where the muzzle of the firearm is pointing throughout the entire Hostile Intent Determination (HID) scenario training and NAVY/ COMNAVSURFLANT proscribed courses of fire. The simulators contain sensors to measure grip pressure, trigger squeeze, safety on/off, and finger presence within the trigger guard. They are also programmable for a predetermined number of rounds, with the instructor able to initiate jams and misfires at any time during a course of fire, or when a live-action HID scenario is playing.

(2). Wireless BlueFire® configuration: Firearm simulators use RF technology to communicate with the system via one-to-one encrypted data link, allowing only a single firearm to communicate with its paired dongle. This data-link prevents intrusion or bleed-over between other firearms operating at the same time and allows precise recording of hits on target assigned to the specific firearm.

The ISMT/SAWS BlueFire® systems retain the sensor feedback and control of weapons with exception of analog sensor functions.

The ISMT/SAWS wireless BlueFire® weapon simulators can also be used simultaneously with ISMT/SAWS tethered weapon firearm simulators.

(3). Servicing/maintenance is required to be available no later than 30 September 2021 to support continued COMNAVSURFLANT small arms qualifications and HID training, and to fully support the OPNAV and COMNAVSURFLANT directed small arms weapons qualification and sustainment training requirements for Naval Security Forces and VBSS Teams. In particular to support transition to the new Navy Service Pistol Model M18.

(4). All of the above items and features may only be purchased through InVeris Training Solutions, Inc. and its authorized service providers.

(5) Due to proprietary nature of Inveris assets all technicians must be certified by InVeris.
